The Deputy Undersecretary 1 is an executive leader within Louisiana Economic Development's Office of Management & Finance, responsible for overseeing human resources, organizational development, workforce strategy, operational improvement, training, and related administrative functions. This position partners with executive leadership to strengthen organizational performance, enhance workforce capability, improve operational efficiency, and advance agency-wide strategic initiatives.
Two years of the required experience for the following minimum qualifications must have been at the managerial level or above:
Eight years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR
Six years of full-time experience in any field plus five years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR
A bachelor’s degree plus five years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR
An advanced degree, or a Juris Doctorate, plus four years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:
Executive Leadership & Strategic Management

Direct administrative functions to ensure effective operations, accountability, and alignment with agency priorities.

Provide leadership for human resources, workforce planning, organizational development, and operational improvement initiatives.

Advise executive leadership on workforce strategy, organizational structure, policy development, employee relations, and change management.

Coordinate with state agencies, Civil Service, external partners, and stakeholders on administrative and workforce matters.
Organizational Development & Operational Improvement

Lead initiatives that improve organizational effectiveness, efficiency, and service delivery.

Oversee process improvement, workflow modernization, digital transformation, and implementation of best practices.

Promote cross-functional collaboration and continuous improvement strategies.
Human Resources & Workforce Development

Provide oversight of workforce planning, talent management, employee engagement, leadership development, succession planning, and performance management.

Ensure compliance with Civil Service Rules, employment laws, and administrative regulations.

Support employee training, onboarding, and professional development programs.
Analytics & Performance Management

Oversee workforce analytics, performance metrics, reporting systems, and executive dashboards.

Analyze organizational data to support strategic planning, accountability, and operational improvements.

Ensure data accuracy and effective use of analytics in decision-making.
Leadership & Special Projects

Supervise professional and administrative staff.

Establish performance expectations, support employee development, and ensure effective service delivery.

Represent LED on committees, task forces, and strategic initiatives.

Perform special projects and other duties as assigned by the Deputy Secretary.
