Work will be performed on site in Killeen, Texas. Occasional travel to other locations may be required, typically less than 10%.
Job Summary
Manages personnel support functions for a rapidly growing medium size business (over 350 employees) performing operations in the highly regulated commercial air transportation and health care industries. Responsible for efficient and compliant management of HR functions. Helps to administer the company’s federally approved and audited Drug & Alcohol Testing program and pre-hire background checks. Monitors and ensures company compliance with applicable labor and privacy regulations. Ensures that hiring, discharge and other personnel actions comply with all relevant company policies and government regulations. Leads other human resource professionals to accomplish work and team goals.
Essential Tasks/Functions:
· Plan, direct, supervise, and coordinate work activities of subordinates and staff relating to employment, compensation, and employee relations.
· Provide current and prospective employees with information about policies, job duties, working conditions, wages, opportunities for promotion, and employee benefits.
· Analyze statistical data and reports to identify and determine causes of personnel problems and develop recommendations for improvement of organization's personnel policies and practices.
· Maintain electronic and paper records and compile statistical reports concerning personnel-related data such as hires, transfers, performance appraisals, and discharge rates.
· Develop or administer special projects in Human Resource areas such as data analysis and reporting, new benefit programs and employee awards.
· Manage the federally approved Drug and Alcohol Testing Program. Interact with testing vendors, federal auditors, and employees, monitor and enforce random testing.
· Request information from previous employers and other references to determine applicants' background.
· Process, verify, and maintain employee documentation, including staffing, recruitment, training records, grievances, medical records, and performance evaluations.
· Maintain current knowledge of equal employment opportunity, affirmative action and other labor regulations.
· Maintain records related to employment events, such as hiring, termination, leaves, transfers, or promotions.
- Advertise or post job vacancies, internally and externally, and notify eligible workers of position availability.
- Answer questions regarding examinations, eligibility, benefits, and other pertinent information.
- Explain company personnel policies, benefits, and procedures to employees or job applicants.
- Assist in administering employee benefit programs and worker's compensation plans.
JOB REQUIREMENTS
Minimum Requirements:
Education: Degree in Human Resources, business, transportation, or other relevant subject. 4 years’ work experience (in addition to the minimum experience) in Human Resources may be substituted for degree requirement.
Professional Certification: None.
Experience: No less than 5 years’ work experience in Human Resources, preferably in a highly regulated industry. Experience using modern Human Resource software such as Applicant Tracking, HR, timekeeping, or benefits oriented systems. No less than 3 years’ experience leading others, including direct supervision and setting priorities of work, performance management, training, and professional development.
Computer Skills: Highly proficient with Microsoft Office products including Outlook, Word, Excel and Power Point

Preferred Qualifications:
Professional Certification: HR Certification issued by an institution of higher learning, SHRM or comparable HR professional entity.
Experience: No less than 5 years’ work experience in Human Resources. Experience with DOT approved Drug & Alcohol Program management, aviation, or health industry. Experience using UKG enterprise applications, including Applicant Tracking, HR, timekeeping, and benefits modules. More than 3 years’ experience leading others, including direct supervision and setting priorities of work, performance management, training, and professional development.

Pay: $125,000.00 - $145,000.00 per year
