We are seeking a highly motivated Project Executive / Commercial & Government Contract Estimator to lead our estimating, bidding, business development, and contract acquisition efforts. This leadership position is ideal for an experienced professional who thrives on securing new business, building client relationships, and managing the entire proposal process from opportunity identification through contract award and project mobilization.

Position Overview
The Project Executive / Commercial & Government Contract Estimator will oversee the complete lifecycle of commercial and government contracting opportunities. This includes identifying bid opportunities, conducting site visits, preparing accurate estimates, developing competitive proposals, negotiating contracts, and supporting project startup.
The ideal candidate has extensive experience estimating and bidding commercial cleaning, facilities maintenance, construction, and government contracts while maintaining profitability and ensuring compliance with procurement requirements.
Experience with commercial janitorial, post-construction cleaning, facility maintenance, and government procurement is highly preferred.
Primary Responsibilities
Business Development
- Identify new commercial, industrial, municipal, healthcare, educational, and government contracting opportunities.
- Develop strategic relationships with property managers, facility directors, procurement officers, municipalities, school districts, housing authorities, healthcare systems, and general contractors.
- Attend networking events, procurement conferences, vendor outreach meetings, and pre-bid conferences.
- Develop long-term client relationships that lead to recurring contracts.
- Research market trends and identify new revenue opportunities.
Government Contracting
- Identify and pursue opportunities through:
- GSA
- Georgia Procurement Registry
- State Procurement Portals
- County and Municipal Bid Portals
- School Districts
- Universities
- Housing Authorities
- Airport Authorities
- Prepare and submit:
- RFPs
- RFQs
- IFBs
- Invitations to Negotiate
- Maintain all required registrations, certifications, and compliance documentation.
- Develop capability statements and technical proposals.
- Ensure compliance with all federal, state, and local procurement regulations.
Estimating & Cost Analysis
- Prepare detailed cost estimates for commercial cleaning, facilities maintenance, construction support, and government projects by analyzing blueprints, specifications, site conditions, and technical drawings.
- Conduct onsite walkthroughs and facility assessments.
- Calculate labor hours, production rates, equipment needs, materials, chemicals, consumables, subcontractor costs, overhead, and profit margins.
- Review construction drawings thoroughly to interpret technical requirements and material specifications.
- Develop competitive pricing models while maintaining company profitability.
- Prepare accurate bid proposals that meet project requirements and submission deadlines.

- Construction Management Software
- Build comprehensive cost spreadsheets for labor, materials, subcontractors, equipment, travel, and contingency planning.
- Monitor project costs throughout the bidding process and adjust estimates based on addenda or scope revisions.
- Maintain current knowledge of labor rates, material pricing, market trends, and estimating best practices.
Proposal Management
- Manage the complete proposal development process from opportunity identification through award.
- Write persuasive technical and price proposals.
- Prepare scopes of work, staffing plans, mobilization plans, schedules, and supporting documentation.
- Assemble complete and compliant proposal packages.
- Coordinate internal departments to ensure timely submission of bids.
- Track proposal status and follow up with procurement agencies and clients.
Contract Negotiation & Client Relations
- Present proposals and estimates to prospective clients.
- Negotiate pricing, contract terms, scope modifications, and service agreements.
- Build strong relationships with clients, subcontractors, suppliers, and vendors.
- Communicate effectively regarding bid clarifications, project scope, pricing adjustments, and contract negotiations.
- Serve as the primary point of contact during the pre-award process.
Project Execution Support
- Transition awarded projects to Operations.
- Participate in kickoff meetings and project mobilization.
- Assist project managers with budget development and project startup.
- Monitor project financial performance against estimated budgets.
- Support change order pricing and contract modifications.
- Provide cost analysis reports throughout project execution.
Qualifications
Required
- Minimum 5 years of experience as a Commercial or Government Construction Estimator, Project Executive, or Senior Estimator.
- Proven success estimating and winning commercial and government contracts.
