We are seeking an experienced Resident Construction Manager for a full-time position handling general construction oversight/inspection in support of the Air Force Civil Engineer’s Military Housing Privatization Incentive (MHPI) Project. Working at this location is a requirement for the job. The Resident Construction Manager inspects and reviews design and construction of new and existing military housing and repair projects.
Responsibilities
- Oversee and inspect new construction and remodeling projects, ensuring they are completed on time, within budget, and to the highest quality standards.
- Perform regular inspections and site oversight to ensure adherence to safety regulations, building codes, and company standards.
- Oversee compliance with Federal and State regulatory requirements, particularly in areas such as moisture/mold remediation and the Davis-Bacon Act.
- Attend meetings and teleconferences with Project Owners, government representatives, and other stakeholders to facilitate effective communication and resolve issues.
- Provide design review, suggestions for correcting errors, and remediation plan evaluations to ensure quality and compliance.
- Review Project Owners’ final plans, payment, and performance bonds, and assist in facilitating design review activities.
- Use client project management software to organize and maintain project documentation, support construction contractor Requests-For-Information (RFIs), and track project progress.
- Notify the Contracting Officer (CO) and Contracting Officer's Representative (COR) of critical issues that may affect contract performance, human health, and/or the environment.
- Follow company safety standards and site-specific safety requirements to maintain a safe work environment.
- Plan work schedules, set deadlines, and manage resources effectively to achieve project goals.
- Document construction activities with daily logs and photographs.
- Provide technical guidance and industry expertise throughout the project lifecycle.
- Ensure quality control and assurance across all phases of the project, providing feedback and implementing improvements as needed.
- Manage contract administration, change orders, and project documentation in coordination with the project team.
Qualifications
- Must have either a bachelor’s degree in construction-related field or at least 10 years directly related field experience.
- Knowledge of federal and Department of Defense (DoD) contracts is a plus.
- Must be an organized, motivated and detail-oriented team player.
- Good oral and written communication skills.
- MS Office (Word, Excel, and Outlook).
- Candidate must be approved by Air Force prior to hire.
- Must be approved to work on a DoD installation.
- Valid driver’s license required and must meet INYA’s auto insurability requirements.
- Must pass pre-employment drug test, Motor Vehicle Record (MVR) check and federal government background check.
- Must prove eligibility to work in the U.S.

Pay: $85,000.00 - $100,000.00 per year
