Oversees, reviews, and submits budgetary and Human Resources (HR) actions and changes. Collaborates with Budget & Financial Analysis and Human Resources Departments to develop and improve budget and hiring functions within the division. Oversees third-party vendor agreements and accounts. Manages prevailing wage to ensure compliance with federal and state guidelines. Supervises assigned staff. Performs other functionally related duties as assigned.
Minimum Qualifications
- Bachelor’s degree preferably in business administration, accounting or related field.
- Four (4) years of experience in accounting, finance, or budget administration.
- Supervisory or leadership experience.
Preferred Qualifications
- Master’s degree in business administration, accounting or related field.
- Experience working with enterprise resource planning software.

- Strong knowledge of general accounting practices and current trends.
- Ability to exercise good judgment involving fiscal operations.
- Effective written and verbal communication skills, organizational skills, and decision-making abilities.
- Detail-oriented and capable of managing large amounts of data, maintain detailed comprehensive records, and analyze and organize information.
- Skilled in project management, financial planning, development of goals, problem-solving, analysis, follow-through, influence and persuasion.
- Excellent interpersonal skills and have a “Customer Focus” attitude and delivery. Ability to maintain confidentiality on a wide range of issues.
- Possess negotiation and conflict resolution skills to address issues and opportunities for improvement.
- Ability to manage projects, meet deadlines and tackle emergencies and difficult situations.
- Ability to work in cooperation with other team members to achieve CSU’s goals and objectives.
- Proficient in Microsoft Office Suite, including Word, Excel (advanced knowledge), Outlook, and PowerPoint.
