Job Summary
The Quality Control Manager (CQC Manager) is responsible for developing, implementing, and managing the Contractor Quality Control (CQC) system for this federal construction project. This role ensures all work complies with the contract plans, specifications, and applicable codes. Per contract requirements, the QC Manager may also serve as the Site Safety and Health Officer (SSHO).
Primary Responsibilities
- Develop, submit, and maintain the Contractor Quality Control (CQC) Plan for Government acceptance
- Perform and document all required quality control inspections, testing, and three-phase control (Preparatory, Initial, Follow-up)
- Prepare and submit daily CQC reports, deficiency tracking logs, and material certifications
- Coordinate with the Site Superintendent, subcontractors, and testing agencies to ensure work meets contract requirements before covering or proceeding
- Manage the submittal process and ensure timely review/approval of materials, equipment, and shop drawings
- Conduct or oversee preparatory, initial, and follow-up meetings and inspections
- If dual-hatted as SSHO: develop and implement the Accident Prevention Plan (APP), Activity Hazard Analyses (AHAs), and ensure compliance with EM 385-1-1
- Interface with the Contracting Officer’s Representative (COR) and Government quality assurance personnel
- Maintain accurate records and support final inspections and closeout documentation
Qualifications
- Minimum 5–10 years of quality control experience on federal construction projects (USACE, NAVFAC, Air Force, or National Guard preferred)
- Demonstrated experience developing and executing CQC plans on projects of similar size and complexity ($5M–$10M range)
- Strong knowledge of construction means and methods, materials testing, and three-phase quality control process
- Familiarity with EM 385-1-1 and OSHA standards (required if serving as SSHO)
- Excellent written and verbal communication skills; ability to produce clear daily reports and deficiency notices
- CPR/First Aid and OSHA 30 certification required (or ability to obtain immediately)
- Ability to obtain and maintain base access / self-escort privileges at Joint Base Andrews
- Proficiency with technology for daily CQC reports, submittals, RFIs, and document control (Procore, Bluebeam, Microsoft Office, etc.)
Work Environment
This is a full-time, field-based position primarily located in Maryland. The role requires on-site presence throughout the Period of Performance (365 days after Notice to Proceed). Occasional travel to ARK offices or other project sites may be required.
The QC Manager works closely with the Site Superintendent, Project Manager, subcontractors, testing labs, COR, and Government QA personnel. High attention to detail, documentation discipline, and professional conduct in a military installation environment are essential.
Must be comfortable with independent decision-making on quality issues and direct interface with Government representatives.
Pay: $100,000.00 - $150,000.00 per year
