Position Overview:
Analytic Acquisitions is seeking an experienced Project Manager to oversee personnel and service delivery for a nationwide Federal contract supporting the National Archives and Records Administration's Federal Records Center Program. (NARA)
The Project Manager will provide program-level oversight of contractor personnel and operations across multiple Federal Records Center locations. This position will serve as the primary management point for staffing, performance, quality, reporting, personnel issues, operational risks, and communication with Government stakeholders.
The ideal candidate has demonstrated experience managing the day-to-day operations of Federal Government service contracts involving geographically dispersed personnel, multiple work locations, workforce management, quality control, and recurring contract deliverables.

Key Responsibilities:
- Oversee contractor personnel and services delivered across active Federal Records Center locations.
- Maintain regular communication with the Contracting Officer, Contracting Officer's Representative, FRC Directors/Points of Contact, site leadership, and contractor personnel.
- Ensure adequate staffing is maintained at locations where services are required.
- Monitor contract performance, staffing levels, vacancies, employee performance, quality, training, and operational risks.
- Coordinate recruiting, onboarding, personnel changes, and workforce continuity.
- Ensure contractor personnel comply with applicable personnel, security, conduct, and facility requirements.
- Identify performance or personnel issues and coordinate timely corrective action.
- Maintain visibility into site-level production and quality performance.
- Coordinate with Site Managers, Supervisors, Quality Assurance Leads, and Team Leads.
- Ensure required timekeeping and employee work-hour information is accurate and submitted as required.
- Support accurate and timely invoicing and contract administration.
- Prepare, review, and submit required monthly performance information.
- Track identified problems, corrective actions, staffing changes, anticipated staffing needs, and emerging operational risks.
- Coordinate Government-directed changes and resolve issues requiring program-level attention.
- Support continuity of operations during staffing changes, workload surges, facility interruptions, and authorized overtime requirements.
- Maintain organized contract records and provide management information needed to support Government oversight.
Minimum Qualifications
Candidates must meet the following minimum requirements:
- At least three years of management experience involving the day-to-day operations of Government contracts of similar size, scope, and complexity.
- Excellent written communication skills.

- Demonstrated ability to manage personnel, competing priorities, deadlines, and performance requirements.

Preferred Experience
Preference will be given to candidates with experience in one or more of the following:
- Managing Federal Government service contracts.
- Managing geographically dispersed or multi-site workforces.
- Federal records, document management, warehouse, logistics, administrative support, or records-processing operations.
- Recruiting, onboarding, employee retention, and workforce planning.
- Quality-control or performance-management programs.
- Corrective-action and performance-improvement processes.
- Government contract reporting, timekeeping, invoicing, and deliverable management.
- Managing supervisors, site managers, team leads, or quality personnel.
- Supporting operations with changing staffing levels or workload requirements.
