Position Overview
Azark Inc. is seeking an experienced NYC DOB Class 2 Filing Representative with strong expertise in the NYC Zoning Resolution, NYC Building Code, and Department of Buildings filing and approval procedures.
This is a senior execution role for someone who understands how to take ownership of the filing lifecycle: review the project, identify approval risks, prepare and manage submissions, respond to objections, coordinate with internal teams and agency personnel, and push applications through approval, permit issuance, and closeout.
The right candidate will not simply process filings. They will help determine the correct approval path, identify issues before submission, and prevent avoidable delays, rejections, and costly redesigns.
Key ResponsibilitiesDOB Filing and Approval Management
- Manage NYC DOB filings from initial intake through approval, permit issuance, inspections, sign-off, and closeout.
- Prepare, submit, track, and advance applications, amendments, resubmissions, and supporting documentation.
- Navigate DOB NOW, BIS, eFiling, and related agency systems accurately and efficiently.
- Coordinate with DOB plan examiners, borough office personnel, technical units, and agency staff regarding approvals, objections, determinations, and outstanding requirements.
- Maintain accurate filing logs, objection trackers, permit status reports, milestone schedules, and agency correspondence records.
Zoning and Building Code Review
- Review architectural and construction drawings for filing readiness, completeness, zoning compliance, and building code alignment.
- Analyze occupancy, use, egress, accessibility, bulk, fire protection, construction classification, and other filing-related code issues.
- Identify risks involving Certificates of Occupancy, open applications, historical filings, illegal conditions, unresolved violations, or prior agency objections.
- Advise internal teams on filing strategy, required documentation, approval sequencing, and practical resolution paths.
Objections, Violations and Complex Matters
- Review plan examination objections and coordinate clear, technically sound responses with architects, engineers, consultants, and production staff.
- Support violation resolution strategies by identifying compliance deficiencies and determining the required filing, inspection, correction, or documentation path.
- Assist with complex approval matters involving:
- Alteration and Alt-CO applications
- Temporary and Final Certificates of Occupancy
- Letters of Completion
- Legalization of existing conditions
- Commercial interior alterations
- Restaurant and retail build-outs
- Mixed-use and multifamily properties
- Place of Assembly and related approvals
- Permit closeout and unresolved legacy applications
Inter-Agency and Project Coordination
- Coordinate agency-related matters involving DOB, FDNY, LPC, DOT, DEP, HPD, OATH/ECB, and other relevant departments.
- Work closely with internal architecture, production, inspection, construction support, and compliance teams.
- Communicate professionally with clients, owners, contractors, attorneys, consultants, and agency personnel.
- Provide clear client-facing updates outlining project status, approval risks, outstanding items, responsible parties, and next steps.
Required Qualifications
- Active NYC DOB Class 2 Filing Representative Registration in good standing.
- Minimum 5 years of NYC agency filing experience with demonstrated success obtaining approvals and resolving objections.
- Strong working knowledge of the NYC Building Code, NYC Zoning Resolution, DOB procedures, and related agency workflows.
- Demonstrated experience managing filings from submission through approval and closeout.
- Strong command of DOB NOW, BIS, and eFiling workflows.
- Ability to read and interpret architectural plans, construction documents, zoning diagrams, Certificates of Occupancy, agency records, and code-related documentation.
- Proficiency with Microsoft Office, Outlook, Bluebeam, and Adobe Acrobat.
- Excellent written communication, documentation, follow-up, and organizational skills.
- Ability to manage multiple active matters, priorities, deadlines, and agency communications without losing control of the details.
Preferred Experience
- Experience with commercial interiors, restaurants, retail spaces, mixed-use properties, and multifamily buildings.
- Experience with Alt-CO filings, TCO and Final CO matters, legalization, permit closeout, and violation correction.
- Familiarity with FDNY, LPC, DOT, DEP, HPD, and OATH/ECB coordination.
- Experience supporting architects, owners, developers, property managers, attorneys, or compliance consultants.
- Strong history of resolving stalled, complicated, or high-priority NYC agency matters.

Compensation and Benefits
- Salary: $95,000 – $135,000 per year, based on experience, technical knowledge, approval history, and performance.
- Paid Time Off: Available to full-time employees.
- Hybrid Flexibility: Up to two remote days per week after the initial ramp-up period, subject to role requirements and demonstrated performance.

- Benefits Eligibility: Begins after 90 days of employment.

- This is an in-person role during the initial ramp-up period.
