The Opportunity
As a Senior Analyst- Healthcare Research Monitoring and Evaluation, you will support our portfolio of health policy work with the Centers for Medicare & Medicaid Services (CMS) Center for Medicare and Medicaid Innovation (Innovation Center). You will apply quantitative, qualitative, and mixed methods research and evaluation approaches at the highest levels of quality and rigor to generate evidence-based insights. You will primarily support the design, development, and delivery of technical assistance strategies and solutions for CMS Innovation Center model participants, helping stakeholders address implementation challenges and achieve program objectives.

- Evaluating healthcare, public health, and behavioral health programs, policies, and models
- Understanding and assessing delivery and payment programs and models to support both implementation and evaluation activities
- Creating and operationalizing value-based payment program workflows to support alternative payment model (APM) implementation
- Providing inquiry responses and technical assistance to states, providers, award recipients, and grantees participating in models
Core Responsibilities
- Contribute methodological expertise across a range of quantitative, qualitative, and mixed methods research approaches.
- Contribute subject-matter expertise in the following health care-related areas: health care delivery, Medicare and Medicaid policy, payment program operations, and prior experience working with CMS programs and Innovation Center models.
- Execute or manage moderately to highly complex technical assistance tasks to support implementation activities for federal clients. Example tasks might include; tracking, triaging, and developing responses for recipient inquires, identifying escalation where appropriate; collecting and analyzing qualitative data; conducting and interpreting the analysis of primary or secondary data; translating findings into technical assistance content for virtual events and written resources; supporting planning and delivery of virtual events, such as webinars and office hours; contribute to developing communication and dissemination plans to engage various stakeholders and clients and facilitate their input to develop products such as client briefings, presentations, newsletters, blog posts, podcasts, videos and/or social media; assisting with project management.
- Collaborate with or manage project teams by communicating clearly and respectfully, meeting deadlines, and exercising initiative to resolve complex challenges. Work independently, taking ownership and completing complex tasks under indirect supervision where there is latitude for independent action and decision-making.
- Support primary data collection with healthcare administrators, providers and beneficiaries/caregivers
- Support qualitative and quantitative data analysis
- Support business development activities including proposal writing and development.
- Maintain excellent business development relationships with clients and external partners.
What We Value
- Bachelor’s degree and 5 years of relevant experience, or Master’s degree and 3 years of relevant experience, or a Ph.D.
- Demonstrated technical assistance expertise, specifically in the topic areas of chronic disease prevention and management, maternal and child health, Medicare policy, Medicaid policy, clinical and/or healthcare operational workflows, value-based payment program policy and operations, and other CMS quality improvement programs
- Demonstrated experience in the design of primary data collection tools such as interview or focus group protocols and survey instruments including recruitment materials
- Demonstrated understanding of research best practices and principles of human subjects research
- Demonstrated experience translating research and making it accessible to practice, policy, and/or government audiences.
- Experience with business development and proposal or grant writing are considered a plus.
Strong interest in healthcare and health policy research and use of statistical programming software and qualitative data analytic software

This position offers an anticipated annual base salary range of approximately $70,000 to $90,000 and may vary by ten percent depending on candidate geographic location. Salary offers are made based on internal equity and market analysis.
