About This Opportunity
This position is contingent upon contract award. We are building a team to provide on-site administrative, records management, and facility support services at the USTDA office in Arlington, Virginia. The base period is 12 months with four 12-month option periods (potential 5 years total).

Mandatory Requirements (All Positions)
- U.S. Citizenship.
- Ability to obtain and retain a U.S. Government Secret security clearance for the duration of the contract. Active Secret clearance strongly preferred.
- Proficiency with Microsoft Outlook, Teams, Word, PowerPoint, and Excel.
- Ability to respond flexibly and provide rapid assistance in a time-sensitive environment.
- Strong organizational and customer service skills.
- Ability to work on-site at the USTDA office in Arlington, VA. No telework or hybrid arrangement available.
- Subject to the Service Contract Act for all positions except the Project Manager.
1. Project Manager (Exempt — Key Personnel)

Position Summary
The Project Manager leads day-to-day execution of the USTDA Information Resource Center administrative support contract, serves as the single point of accountability to the U.S. Trade and Development Agency’s Contracting Officer and Contracting Officer’s Representative, and oversees a team of seven on-site administrative professionals delivering records management, FOIA support, reception, conference room and audio-visual support, mail operations, and general administrative services. The Project Manager is a designated Key Personnel position and is essential to the success of the contract.
Key Responsibilities
- Serve as the primary point of contact for the Contracting Officer (CO) and Contracting Officer’s Representative (COR).
- Direct, supervise, and evaluate the performance of seven on-site administrative staff supporting records management, FOIA, reception, conference room and AV operations, mail, and facility/travel administration.
- Develop, implement, and maintain the Quality Control Plan; lead corrective actions and continuous improvement initiatives.
- Oversee performance against the Performance Work Statement, including timeliness, accuracy, deliverable completeness, and responsiveness.
- Prepare and submit required reports and deliverables on time.
- Manage workforce planning, recruitment, onboarding, retention, and timely backfill of vacancies.
- Apply Federal Acquisition Regulation requirements, Service Contract Act compliance, and agency-specific administrative and security policies.
- Manage project schedules, budgets, and risks; provide accurate financial tracking and reporting.
- Coordinate with USTDA leadership and external stakeholders on high-level meetings, delegation events, and Agency programs.
- Provide on-site technical support and troubleshoot AV equipment during events when required.
Minimum Qualifications
- At least 15 years of relevant work experience.
- Demonstrated strong leadership, management, and supervisory skills.
- Demonstrated analytical and organizational skills.
- Strong interpersonal, oral, and written communication skills.
- Experience with performance and oversight of a Quality Control Program.
- Proficiency in project planning, scheduling, budgeting, and reporting.
- Experience with administrative services such as office management, records, human resources support, or procurement.
- Experience analyzing and implementing business processes.
- Experience leading projects, including creating project plans and process maps.
- Proficiency using software for data analysis, financial management, and project management.
- Ability to organize and manage multiple tasks.
- Experience with risk management related to timelines, costs, or compliance.
- Experience using data to make decisions, measure performance, and improve outcomes.
- Understanding of budget management, contractor personnel oversight, and other relevant administrative functions.
- Ability to provide on-site technical support, troubleshooting issues with AV equipment during events.
- College degree required.
Preferred Qualifications
- Bachelor’s or graduate degree in business, management, or related field.
- Project Management Professional (PMP) certification.
- Prior experience supporting federal civilian agencies in Arlington/Washington, DC area.
- Active Secret clearance.
Direct experience supporting records management, FOIA, or information governance programs.

K2 is teaming with JI-Solutions, LLC on a proposed contract to provide Information Resource Center administrative support services to the U.S. Trade and Development Agency (USTDA), a small federal agency in Arlington, Virginia that supports the development of overseas infrastructure projects advancing U.S. strategic interests.
Pay: $100,000.00 - $130,000.00 per year
