Blu Omega is seeking a Junior Cost Estimator to support a federal program focused on cost estimation and financial analysis. This role operates onsite within Arlington, VA, and is responsible for developing and maintaining IT lifecycle cost estimates, assisting with knowledge sharing, and providing documentation and presentation support to senior staff and Government stakeholders. The position requires experience supporting government cost analysis and lifecycle estimation activities.
Program Overview
Program: Software Evaluation and Estimation Resource (SEER 2)
Mission overview: Supports the investment planning and budgeting efforts through lifecycle cost estimating and knowledge sharing. Exposure to federal IT budgeting, acquisition planning, and executive-level financial reporting.

Responsibilities
- Support development and maintenance of IT lifecycle cost estimates using Galorath SEER software suite
- Prepare milestone documentation and presentations for senior managers and Government stakeholders
- Assist in financial management reporting, obligation, and expenditure forecasting
- Support knowledge sharing activities regarding SEER software components
- Assess products and procedures for compliance with government standards and accounting principles
Required Qualifications
- Bachelor's degree in Finance, Business Administration, Economics, Mathematics, or related field
- Minimum of 5 years relevant experience in cost/price analysis
- Strong understanding of GAO Cost Estimating and Assessment Guide (GAO-20-195G)
- Experience supporting government budgeting, acquisitions, or financial management
Preferred Qualifications
- Experience with Galorath SEER software suite (SEER-IT, SEER-H, SEER-SYS, SEER-SEM)
- Knowledge of parametric cost modeling and lifecycle cost estimation
Compensation
Salary Range: $90,000.00 - $125,000.00
Final compensation is based on technical skills, experience, education, certifications, and clearance.
