Manager, Energy Rebates
The Ohio Department of Development’s Community Development Division is looking for a Manager, Energy Rebates to lead the administration of Ohio’s Home Energy Savings Program, funded through the U.S. Department of Energy’s Home Energy Rebates program through 2030. This position oversees statewide program operations managed through a contracted implementer, ensures compliance with federal and state guidelines, and drives quality assurance.
What you’ll be doing:
Vendor Oversight: Manage the performance, deliverables, and key metrics of the contracted third-party implementation entity.
Compliance & Quality: Enforce strict adherence to state and federal regulatory frameworks, reporting obligations, and quality assurance protocols.
Stakeholder Coordination: Serve as the primary liaison across state agencies, local utilities, community action groups, and contractors.
Equitable Access: Design and support outreach strategies to ensure eligible Ohio households benefit from direct energy and cost savings through the program.

Qualifications
Minimum Qualifications:

Bachelor's degree in public administration, business, energy policy, or a related field.

Minimum 4-6 years of experience managing complex, large-scale public programs or utility-scale energy efficiency initiatives.

Strong background in vendor management, contract compliance, and cross-sector coordination.

Exceptional communication and strategic planning skills.
Supplemental Information
This position is required to work in the office Monday-Friday with flexibility in starting and ending times. The job is located in the Vern Riffe building, 77 South High St. Columbus, OH 43215
