The Finance Department is responsible for managing the City’s fiscal operations and ensuring sound financial practices in compliance with state and federal laws. The Department oversees budgeting, accounting, cash management, purchasing, accounts payable, payroll, and utility billing to support effective financial planning and service delivery. Divisions within Finance handle critical tasks such as budget development, financial reporting, revenue administration, investment, and procurement. all aimed at maintaining a strong financial foundation. Committed to efficiency and accuracy, the Finance team plays a key role in managing public funds and enabling the City to provide high-quality services to the community.
EXAMPLE OF DUTIES
What You’ll Do
As our new Accounting Manager*, you will:

Manage and oversee Accounting Division operations including financial reporting, debt management, investments, accounts payable, payroll, cash receipts, fixed assets, and internal controls, ensuring accuracy, compliance with governmental standards, and efficiency of financial processes.

Lead and develop staff, including hiring, training, evaluating performance, and implementing corrective actions to maintain a high-performing team.

Ensure compliance with accounting standards and regulations, including Governmental Accounting Standards Board (GASB) pronouncements and internal audits; and coordinate with external auditors to prepare the Annual Comprehensive Financial Report (ACFR).

Analyze and improve financial systems and procedures, recommending and implementing process enhancements, monitoring trends in municipal finance, and addressing sensitive issues or operational challenges as needed.

Ensures the City’s financial integrity, applies GAAP and GASB standards, monitors internal controls, analyzes fiscal data, and complies with federal, state, and local regulations.

Drives continuous improvement and effective communication, streamlines processes, prepares clear reports, and represents the City to governmental agencies, community groups, and key stakeholders.

Physical Demands and Working Conditions:

Mobility to work in a standard office setting and use standing office equipment, including a computer.

Operate a motor vehicle and visit various community sites.

Vision to read printed materials and a computer screen.

Hearing and speech to communicate in person and over the telephone.

The ability to lift, carry, push, and pull materials and objects averaging a weight of 10 pounds.
