Senior Administrative Analyst
The Housing Authority of the County of Alameda (HACA) is seeking a Senior Administrative Analyst, to serve as a key strategic partner to executive leadership, leading high-impact initiatives that shape housing programs, improve
operational effectiveness, and ensure regulatory compliance across the agency.
This position reports directly to the Executive Director and currently oversees three Administrative Analysts.
Key responsibilities include:

Leading and managing special projects, programs, policies, and operational initiatives for executive leadership.

Administering major housing programs, including Project-Based Vouchers (PBV), housing waitlists, Independent Entity functions for other housing authorities, and program audits.

Developing and implementing new programs, systems, technologies, and operational procedures with agency-wide impact.

Ensuring compliance with federal, state, and local housing regulations, including Fair Housing requirements, Section 504, Reasonable Accommodations, Violence Against Women Act (VAWA), and Limited English Proficiency (LEP) regulations.

Overseeing HUD reporting and compliance activities, including Section Eight Management Assessment Program (SEMAP) submissions, Public Housing Agency (PHA) Annual Plans, and other federal reporting requirements.

Managing housing program data collection, analysis, reporting, and presentation development.

Coordinating responses related to the California Public Records Act (PRA), Freedom of Information Act (FOIA), and other information requests.

Supporting the Housing Commission through research, policy analysis, staff reports, and presentations.

Conducting complex research and evaluation related to housing programs, funding opportunities, policies, and operational effectiveness.

Preparing and administering grant applications and ensure compliance with grant reporting requirements.

Conducting surveys, statistical analyses, and performance assessments to support decision-making.

Serving as a liaison with HUD, local governments, community organizations, residents, and other stakeholders to facilitate partnerships and collaborative initiatives.
