Job Summary
The Construction Site Inspector / Progress Measurement Supervisor acts on behalf of the Owner’s Project Manager on-site in Longview, WA. This role focuses on conducting physical site inspections to verify adherence to engineering designs, coordinating with third-party testing and the engineer of record, and calculating the physical percentage of completion for active work zones. The core mission is to protect the project budget and timeline by validating that contractor progress billing matches real-world field conditions.

Key Responsibilities
1. Site Inspection & Quality Control
● Blueprint Verification: Compare physical ongoing construction against approved civil, structural, and architectural drawings.
● Defect Identification: Tag non-compliant work, issue corrective action notices, and track contractor rework to completion.
● 3rd-Party Testing Coordination:
○ Schedule and coordinate the third-party testing agency for all site inspections and lab testing at required intervals.
○ Arrange for inspections as needed (i.e., underground locates for utility lines)
● Testing Oversight: Review all third-party material testing reports (concrete, soil, asphalt) to ensure results meet design specifications.
● Design Adherence: Verify that contractors install materials in accordance with the specified engineered drawings and manufacturer guidelines.
2. Progress Measurement & Valuation
● Quantity Take-offs: Measure physical quantities of installed materials like linear feet of pipeline or cubic yards of concrete poured.
● Milestone Audits: Track contractor progress against the baseline Master Construction Schedule.
● Payment Validation: Review contractor monthly progress billing items and officially recommend progress payments to the Project Manager.
● Time and Material Validation: Monitor and record cost-tracking reports for time-and-material (T&M) items and change orders.
● Punch List:
○ Create a punch list to track unfinished or inadequate items
○ Report weekly on tracked items
3. Material Management:
● Coordinate with the contractor to identify laydown areas or other appropriate storage locations.
● Oversee and manage delivery of materials including offloading, storage, and inventory
● Conduct inspection and quality assurance of goods received.
● Collect packing slips of items received on site (purchased by Owner or Contractor) and keep track of all items and their storage location on site.
4. Safety Accountability & Stop Work Authority:
● While not responsible for day-to-day subcontractor safety coordination, this role is accountable for reporting any observed unsafe work practices.
● Holds full authority to immediately issue a Stop Work Order if an imminent safety hazard or dangerous condition is identified while on-site.
● Ensure contractors’ staff qualifications are up to date for their work type.
● Ensure the contractor’s equipment and tools are inspected and certified.
● Conduct and or participate in an incident or accident investigation.
5. Documentation & Reporting:
● Daily Logs: Maintain precise digital records detailing weather conditions, workforce headcounts, and equipment utilization during scheduled shifts.
● Change Order Support: Document unexpected site conditions and gather field data to help estimate the cost of required changes.
● As-Built: Ensure contractor(s) are maintaining updated as-built redline drawings and validating their red lines.
Job Qualifications & Requirements
Experience & Education:
● Experience: 7–10 years of verified field experience in construction inspection, quantity surveying, or field engineering.
● Education: Engineering or Associate’s Degree in Construction Technology, Civil Engineering Technology, or equivalent blended field experience.
Certifications & Credentials (Washington State)
● Safety: OSHA 10-Hour or OSHA 30-Hour Construction Safety Certification.
● Licensing: Valid Washington State Driver’s License with a clean driving record for travel to the Longview project site.
Technical Skills
● Deep ability to read and interpret civil engineering site layouts, structural notes, and architectural drawings.
● Competency using Microsoft Excel for quantity tracking, and basic project management field tools (e.g., Procore, Bluebeam, or PlanGrid).
Physical Requirements
● Ability to safely walk uneven construction terrain, climb ladders, and work outdoors in typical Pacific Northwest weather conditions.
