STATEMENT OF THE JOB:
Under the direction of the Engineering and Construction Manager, the Staff Engineer has responsibilities in water and wastewater system improvements. Major duties include project management, design, plan review, supervision, and other duties as required.
ESSENTIAL FUNCTIONS:
Project Management
Provides oversight of construction activity; administers engineering and construction contracts; reviews plans and specifications, reviews and processes pay estimates; reviews contract field changes; provides quality control of new construction; generates construction progress reports; coordinates new construction with operations section (water and wastewater); prepares and reviews construction change orders; and coordinates projects with the appropriate agencies.
Design
Participates in the design of various water and wastewater facilities such as water mains, sewer lines, lift stations, booster stations, etc.; and prepares drawings, specifications, and contract documents.
Plan Review
Reviews preliminary plans; reports with consulting engineers; meets with Department personnel to coordinate operational and design concerns; works to minimize post-design requests/changes; participates in the development of long-range plans.
Subdivision Review
Reviews plans; reviews as built drawings; ensures that all water/sewer quality assurance testing has been completed; corresponds with developers; tracks final inspections; calculates sewer elevations; and inputs data into the permit database.
Water and Sewer Modeling
Maintains and runs the water and sewer models as needed.
Other Duties as Required
Addresses and resolves exception conditions, special projects, and other duties as required.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of Department policies and procedures; regulations that are applicable to a public water and wastewater utility; structures; hydraulics; surveying; environmental engineering.
Skill in verbal and written communication; drafting.
Ability to collect, analyze, and interpret data; develop and maintain effective working relationships with coworkers; prepare and maintain accurate documentation; identify existing or potential problems and formulate corrective measures; read blueprints; prepare detailed and accurate plans and specifications.
REQUIRED QUALIFICATIONS:
A Bachelor’s degree in Engineering or a bachelor’s degree and sufficient environmental engineering experience that demonstrates a knowledge of the design, construction, and operation of water distribution and wastewater collection and treatment is required. Knowledge of water and wastewater pumping, and storage facilities is required. Construction experience in water distribution and wastewater collection and treatment systems is preferred. Must have a valid driver's license.
PHYSICAL REQUIREMENTS:
The Staff Engineer works in both an office environment and at various field locations. The job requires regular visual inspections of detailed plans, the water and wastewater system, and construction sites. Must be able to produce effective, clear, written communication and read and comprehend written material on a prompt basis, with or without reasonable accommodation.
Pay: $64,438.40 - $96,740.80 per year
