Black Canyon Consulting (BCC) is searching for a Program Analyst within the Division of Extramural Programs (EP) at the National Library of Medicine (NLM), National Institutes of Health (NIH), Bethesda, Maryland. The incumbent provides analytical and programmatic support to Division leadership through data management, program evaluation, performance measurement, reporting, and operational analysis. The position is responsible for collecting, integrating, analyzing, and interpreting complex administrative, scientific, financial, and operational data to support executive decision-making and organizational planning.
This position supports the Office of the Director, Division of Extramural Programs (EP), which provides policy guidance, program development, evaluation, coordination, and overall operational and administrative management for NLM's extramural programs. The Division consists of the Office of the Director, Administration, Grants Management, and Program Management. The Program Analyst works collaboratively across these organizational components to develop analytical products, performance measures, and reports that support executive decision-making, improve organizational effectiveness, and advance NLM's mission.
Data Analysis and Reporting
- Collects, validates, integrates, and analyzes administrative, financial, operational, grants management, scientific review, and program data from multiple sources.
- Develops reports, data visualizations, analytical summaries, and briefing materials to support executive decision-making and organizational planning.
- Performs trend analyses, forecasting, benchmarking, and other analytical assessments to identify opportunities for improving program performance and operational efficiency.
Program Evaluation and Strategic Support
- Develops performance measures and evaluates program outcomes to support organizational goals and continuous improvement.
- Conducts organizational, operational, workload, and business process analyses and recommends improvements to enhance efficiency and effectiveness.
- Supports strategic planning initiatives through research, data analysis, and analytical support for Division leadership.
Data Management and Collaboration
- Promotes data quality by identifying inconsistencies, recommending improvements to data collection and reporting processes, and supporting data governance activities.
- Collaborates with Division leadership and staff across organizational units to identify analytical needs, communicate findings, and support data-informed decision-making.
- Provides technical expertise on data analysis and reporting methodologies to support Division initiatives.)
- Bachelor's degree in Data Analytics, Data Science, Statistics, Public Health, Health Informatics, or a related field is required; a master's degree is preferred.
- Experience in data analysis, program evaluation, performance measurement, and reporting.
- Demonstrated ability to collect, analyze, interpret, and present complex data to support strategic planning and executive decision-making.
- Strong analytical, organizational, and communication skills, with the ability to manage multiple priorities and collaborate effectively with diverse stakeholders.
- Experience developing reports, dashboards, and data visualizations using Microsoft Excel and other analytical software; experience supporting NIH, HHS, or other federal programs is preferred.
