Job Description and Duties
THIS POSITION MAY BE ELIGIBLE FOR A HYBRID WORK SCHEDULE. THE AMOUNT OF TELEWORK IS AT THE DISCRETION OF THE DEPARTMENT AND IS SUBJECT TO CHANGE AS BUSINESS NEEDS ARISE.
The Employment Development Department (EDD) Investigation Division (ID) is backfilling for two Analyst I positions in the Special Operations and Intelligence team. These positions will have a working title of Criminal Intelligence Analyst.
Under the supervision of the Criminal Analysis Unit (CAU) Supervisor I, the Analyst I performs work of average difficulty in a wide variety of analytical and case-support assignments for the ID Supervising Criminal Investigators and Criminal Investigators. The incumbent determines the viability of an allegation after completing a screening and preliminary analysis.
Under the supervision of the Criminal Analysis Unit (CAU) Supervisor I, the Analyst II, performs the more complex work in a wide variety of analytical and case-support assignments for the ID Supervising Criminal Investigators and Criminal Investigators. May conduct training and provide management assistance with On-the-Job training; participate in work groups and special projects.
Some additional responsibilities include monitoring, analyzing, and assessing criminal activities committed within the Unemployment Insurance (UI), Disability Insurance (DI), and Tax programs; collects and disseminates criminal intelligence information; prepares criminal intelligence reports, assessments, and charts; conducts management briefings.
The ideal candidates shall effectively manage multiple workloads and priorities, possess strong written and verbal communication, well developed critical thinking and analytical skills, ability to pay close attention to detail and meet deadlines. The applicants should be capable of working independently or in a team setting, take initiative, assume a high level of responsibility, exercise good judgment and maintain confidentiality.
Must be able to maintain and handle sensitive information confidentially, tactfully and professionally. A strong technical understanding of current computer hardware and software applications, such as Microsoft Office Suite products is highly desirable, especially efficiency with Excel for data manipulation, to include pivot tables, sorting, creating various charts, and linking sheets within a book. Additionally, familiarity or experience with the following are helpful: Accounting and Compliance Enterprise System (ACES) and Health Welfare Data Collection system (also referred to as the Single Client Data Base); experience or familiarity with SAS, SQL and restricted business intelligence data collections for extracting information, cross match reports, searches, and creating ad hoc reports; working knowledge of Query Management Facility and System Archive Retrieval reporting systems; skip tracing.
Essential functions are to assist with the Fraud Desk Hot-line operations as needed and provide results from the California Law Enforcement Telecommunications System (CLETS) / Cal-photo. Prior knowledge or experience with EDD benefit or tax programs experience is desirable but not required.
Positions exist in Sacramento, Sacramento County.

This position is not eligible for visa sponsorship. Applicants must be authorized to work in the US without the need for visa sponsorship by the start date of employment.
The work shift is Monday through Friday, 8:00 AM to 5:00 PM.
All employees are required to work in office at least two (2) days per week or more, based on business needs. Beginning July 1, 2026, all employees may be required to work in office more than two (2) days per week in alignment with Executive Order N-22-25, which is currently suspended until July 1, 2026.
