Summary
Housing Coordinators assist HCV participants in multiple rental assistance programs administered by MPHA locate, secure and maintain affordable housing in the City of Minneapolis rental market. The role of the Housing Coordinator is to provide clear program expectations, guidance and advocacy to HCV participants, property owners and community partners. The Housing Coordination team actively collaborates with other MPHA staff, partner agencies and the community to provide relevant and current information regarding tenant and property owner rights & responsibilities, local resources and best practices regarding subsidy administration. Housing Coordination services for HCV participants may be automatically assigned or requested with the expectation that a case load of participants and projects will be managed with limited supervision.
All activities must support the Minneapolis Public Housing Authority’s (“MPHA” or “Authority”) mission, vision, and values.
Essential Duties and Responsibilities
The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required and assigned, as needed.

Provide one-on-one support to HCV participants that are searching for affordable housing in the City of Minneapolis until they move into their new home or until their housing search time has expired.

Demonstrate best practices for housing search, understanding and addressing personal barriers to housing stability and how to obtain resources to improve a rental applicant’s eligibility for approval for tenancy and understand their responsibilities as a renter.

Proactively seek out new housing opportunities and resources that are available in the community to verify, document and share with staff, participants and partners.

Provide participants with transportation assistance to and from unit showings and meetings using an MPHA vehicle.

Develop and maintain relationships with property owners/managers by providing education, resources and assistance to ensure working with MPHA is a positive and mutually beneficial partnership.
- Collaborate with the Community Engagement Specialist in identifying housing opportunities through the development of relationships with property owners and property management companies, a variety of community resources, and city led initiatives.
- Assist prospective tenants in understanding the housing search process, including applications and application fees for credit reports, criminal record checks, security deposits, etc.
- Collaborate in the development, implementation and facilitation of educational materials, presentations (virtual and in-person) for the benefit of HCV participants, staff and community partners.

Input pertinent information into required databases and make regular reports on progress toward successful housing placement.
- Research and identify community resources that aid with furnishings, moving costs, and securing deposits and application fees, including oversight of any MPHA provided funds.
- Conduct inspections per HCV guidelines and advise and advocate for participants regarding quality standards.
- Ability to learn and explain different types of “affordability” to participants and property owners depending on specific program requirements and household income to calculate any changes to rent or utility costs that may be negotiable to find an affordable solution for all parties.

Negotiate lease terms, utility deposits, security deposits, and move-in fees. Work with landlords to reduce or eliminate as many barriers to entry as possible.
- Remain current with federal, state, and local regulations as they relate to housing, housing programs and landlord/tenant law and develop a deep knowledge base of the Minneapolis Rental Market to educate and advocate for participants.

Respond in a timely manner and coordinate with appropriate staff on all allegations received, such as fraud allegations, income discrepancies, household composition, and any program participant responsibilities that have been violated. May be required to attend informal hearings pertaining to any of the above allegations.
- Represent MPHA at local housing meetings and conferences.
- Assist Director, Assistant Director and supervisor with special assignments as requested.

Attend regular MPHA, Department and partner agency meetings and training courses as required.

Work Environment
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Office environment. The noise level in the work environment is usually moderate. Position also works on Authority properties and in participant residences, which may cause the employee to experience a range in temperatures and other weather conditions. The noise level may be loud, and the environment may be more hazardous than a standard office environment. This position may be required to work with contractors as well as Authority residents.
Education and/or Experience
Bachelor’s Degree in social services, public administration, or related field and a minimum of two (2) years of experience providing case management to a diverse, low-income client base. An equivalent combination of education and experience may be considered. Knowledge of Housing Choice Voucher Program preferred.
Certification in Housing Quality Standards (HQS) or other relevant inspection standard, or the ability to obtain such certification, with agency support, within six (6) months of hire.
Some positions may require possession of a valid driver’s license. Those positions may also require use of a personal vehicle and evidence of individual automobile insurance coverage, or the ability to be insurable under the Authority’s automobile insurance plan at the standard rate. Must pass a criminal history background check.
Technical Skills
To perform this job successfully, the employee should have strong computer skills, experience with Yardi or similar software, and MS Word, Excel, and Outlook. Must have the ability to learn other computer software programs as required by assigned tasks.

To perform this job successfully, the employee is frequently required to remain in a stationary position. The employee is occasionally required to travel to various Authority properties as well as participant residences.
