Work Location & Travel Expectations
This role supports projects across the United States and requires a high level of travel based on business and project needs. Candidates may be based anywhere within the U.S.; however, the selected individual should be prepared for assignments at various project locations nationwide. Travel for this position may reach up to approximately 90%.
Project assignments generally last 10 to 17 months, depending on project duration and operational requirements. While assigned to a project away from home, eligible employees are provided per diem to assist with temporary living and travel-related expenses, in addition to a competitive base salary.
To support project deployment, mobilization assistance may be provided, which can include mileage reimbursement or other approved travel support. Employees may also receive extended weekend rotations approximately once per month, allowing additional time for travel home.
Depending on project requirements, eligible employees could be provided with either a company-issued vehicle and fuel card or a vehicle allowance to support travel needs.
Position Overview
The Senior Project Manager will lead the communication infrastructure scope on a major data center build in Haskell, Texas. This senior role carries end-to-end accountability for scope, schedule, cost, safety, quality, commercial performance, and client satisfaction for the structured cabling, fiber optic, pathway, and low-voltage communication systems while following P&E’s Project Delivery Playbook.
Responsibilities

Lead project initiation by reviewing contracts and scopes of work for communication systems and preparing/distributing Contract Abstracts

Direct project setup across COINs, Procore, Primavera P6, HSE, and Quality systems

Coordinate permits, trade licenses, and regulatory requirements with local Texas authorities

Develop and approve the Project Organization Chart, Preliminary Staffing Plan, PEP, WBS, and CBS
-
Facilitate internal kickoff meetings, client kickoff meetings, and commercial handover

Develop procurement and contracting strategies for communication infrastructure projects
-
Create Site-Specific Safety Plans, Quality Plans, Initiation Schedules, and resource-loaded Baseline Schedules in Primavera P6

Establish commercial controls including \"As Sold\" margin, change management, invoicing, and lien waiver processes

Oversee site logistics, workforce certifications (BICSI, fiber, etc.), and recruiting for communication trades

Present project readiness and mobilization packages for Executive Review

Lead daily, weekly, and monthly project meetings covering safety, schedule, installation progress, commercial status, RFIs, submittals, and project risks

Manage RFIs, submittals, procurement activities, purchase orders, subcontract awards, and project task lists

Monitor installation progress for cable tray, ladder rack, fiber backbone, horizontal cabling, terminations, testing, and commissioning

Oversee HSE reporting, incident management, quality inspections, and compliance for communication systems

Provide accurate forecasting while maintaining strict financial, schedule, and change management controls

Manage project closeout by resolving contract changes, reconciling budgets, completing final billing, and preparing Project Closeout Reports

Ensure complete turnover of communication systems, including test results, as-built drawings, labeling documentation, transmittals, and Care/Custody/Control documentation

Mentor Project Engineers and field teams while fostering professional development

Build and maintain strong relationships with clients, owners, EPC partners, subcontractors, and internal stakeholders

Present project updates and performance metrics to executive and business leadership

Ensure all work is executed safely and in compliance with TIA-942, BICSI, owner specifications, and mission-critical industry standards

Deliver predictable, high-quality results on complex data center communication infrastructure projects
Requirements

Bachelor's degree in Engineering, Construction Management, or a related field required
-
Minimum of 10 years of progressive construction project management experience on industrial, mission-critical, or large commercial projects

Minimum of 5 years leading communication infrastructure, structured cabling, fiber optic, or low-voltage scopes on data center, hyperscale, colocation, or other mission-critical facilities preferred

Demonstrated expertise with Primavera P6 scheduling (including resource loading), Procore, contract administration, commercial management, and project controls
-
Strong knowledge of structured project delivery processes, including PEP, WBS/CBS development, contract abstracting, change management, forecasting, and financial oversight

Thorough understanding of TIA-942, BICSI TDMM, ANSI/TIA-568 standards, fiber and copper testing, pathway systems, grounding, and communication infrastructure best practices

Strong leadership, communication, negotiation, forecasting, and problem-solving skills

Ability to maintain a consistent on-site presence in a remote Texas project location

PMP, RCDD, or equivalent professional certification strongly preferred
- Candidates located in North Texas (Abilene, Wichita Falls, or the DFW area) or willing to mobilize long-term to Haskell, TX with per diem are strongly preferred

The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.
