The Greater Cleveland Regional Transit Authority (GCRTA) was formed in 1974 with the mission of providing public transit services to 59 communities and 1.2 million residents of Cuyahoga County. As the largest public transit agency in the State of Ohio, GCRTAs service options include bus, BRT, trolley, paratransit, and three rail lines. This position offers an exciting opportunity for an experienced legal professional to provide strategic counsel and legal guidance in the areas of labor, employment, administrative, and public sector law.
This role partners closely with executive leadership, human resources, operations, and external stakeholders to help ensure legal compliance, mitigate organizational risk, and support the GCRTA mission of Connecting the Community. The ideal candidate is a collaborative, solutions-oriented attorney with strong analytical skills, sound judgment, and a commitment to public service excellence.
Detailed Description
Scope:
- Labor and employment law, labor arbitration, personnel and human resources; administrative law; rendering legal opinions on public sector legal issues, including but not limited to, statutory compliance with federal, state and local laws; contracting, including all matters at each phase of the procurement process from pre-solicitation through award, administration, termination, and contract closeout.
- May represent the GCRTAs interests in various administrative hearings, and before state and federal administrative agencies.
- Requires serving on GCRTA committees and review panels.
- Requires working under limited direction with extensive latitude, using initiative and independent judgment.

Serves as a resource for and providing legal assistance to the GCRTA Office of Equal Opportunity.
- Drafting and reviewing Board resolutions.
- Handling public records requests and subpoenas.
- Conducting legal research and preparing legal opinions on public sector legal issues, including but not limited to, public transit and statutory compliance with federal, state and local laws.
- Some litigation work may be required.
Job Requirements
Requirements:
- Applicant must have a Juris Doctor (J.D.) degree and a license to practice law in the state of Ohio.
- Applicants must also be in good standing with the Ohio Supreme Court.

Applicants must have a minimum of five (5) years experience actively practicing law.
- Experience with civil law within a government entity or organization that deals with government/public labor and employment issues, administrative law, contracting, and analyzing, investigating, and resolving claims, disputes and related matters is preferred.

Applicants must also have strong writing, research and oral communication skills, with experience using Microsoft Office applications and Outlook.
- Applicants must alo have intermediate knowledge of and skill in using Westlaw and/or Lexis software.

This in-person role will be based at the Greater Cleveland Regional Transit Authority headquarters located at 1240 West 6th Street, Cleveland, Ohio 44113.
