GENERAL PURPOSE:
The Permit Expediter serves as a primary liaison between applicants, developers, contractors, and municipal departments to facilitate the timely and accurate processing of development and construction permits. This position coordinates permit reviews, tracks application status, resolves procedural issues, and ensures compliance with adopted codes, ordinances, and policies. The Permit Expediter focuses on improving efficiency, transparency, and customer service throughout the permitting process.
PRIMARY DUTIES AND RESPONSIBILITIES:

Duties and Responsibilities:
- Serve as the primary point of contact for permit applicants, including property owners, developers, engineers, architects, and contractors.
- Review permit applications for completeness and compliance with submittal requirements prior to formal intake.
- Coordinate and track permit reviews across multiple departments (Planning, Building, Engineering, Fire, Utilities, Public Works, Health, and other agencies as applicable).
- Facilitate interdepartmental communication to resolve review comments, conflicting requirements, and procedural issues.
- Provide applicants with clear guidance on permitting processes, timelines, fees, and applicable codes and ordinances.
- Monitor permit review timelines and proactively follow up to ensure reviews remain on schedule.
- Assist applicants in understanding and addressing review comments and conditions of approval.
- Maintain accurate records within the permitting software system and ensure proper documentation of approvals and conditions.
- Support continuous process improvement by identifying bottlenecks and recommending procedural enhancements.
- Assist with pre-development meetings and serve as a liaison during project coordination meetings.
- Ensure customer service standards are met while maintaining regulatory consistency and fairness.
- Prepare routine reports related to permit activity, timelines, and workload as requested.
Minimum Qualifications
- High school diploma or GED required; associate’s or bachelor’s degree in planning, public administration, construction management, or a related field preferred.
- Two (2) years of experience in municipal permitting, planning, development review, construction administration, or a related field.
- Equivalent combinations of education and experience may be considered.
Preferred Qualifications
- Experience working in a municipal development services environment.
- Familiarity with electronic permitting systems and project tracking tools.
- Knowledge of local zoning ordinances, subdivision regulations, and adopted building codes.
Knowledge, Skills, and Abilities
- Working knowledge of municipal permitting processes, zoning regulations, building codes, and development review procedures.
- Strong organizational skills with the ability to manage multiple projects and deadlines simultaneously.
- Excellent verbal and written communication skills, including the ability to explain technical and regulatory information clearly to non-technical audiences.
- Ability to interpret development plans, permit applications, and review comments at a general level.
- Proficiency with permitting and plan review software systems and standard office applications.
- Strong problem-solving skills and the ability to mediate procedural issues diplomatically.
- Ability to work effectively with internal staff, elected officials, and the public.
Working Conditions
- Primarily office-based with regular interaction with the public at a service counter or via phone and email.
- Occasional attendance at meetings outside normal business hours.
- Light physical activity, including reviewing plans and files.
