Description of Work: This is a highly responsible, professional, and supervisory work assisting the City Manager with focuses on Executive, Administrative and HR duties and responsibilities. Responsibilities related to the City Clerk and Administration position include city codes and laws, cemetery, records, elections, meetings and related. Responsibilities related to HR include payroll and benefits, personnel orientation, and records.
ESSENTIAL JOB FUNCTIONS:
Office Operations & Executive Support
- Oversees all areas related to City Clerk and directly assists the City Manager with the Administration City functions.
- Oversees Human Resource Administration for the City, particularly in Payroll and Benefits.
- Oversees the Cemetery and related records and processes.
- Acts as records custodian (liaison to the State) and maintains all related records.
- Oversees all Council meeting agendas, meeting functions, records, and related including execution of signatures.
- Attends, records, and keeps the official minutes of all City Council meetings.
- Thorough knowledge of principles and practices, of Clerk, Administration and Human Resources.
- Thorough knowledge of laws, ordinances, regulations, and statutes which govern related functions.
- Thorough knowledge of principles and practices of effective administration and supervision.
- Knowledge of research methods and techniques and methods of effective report presentation.
- Knowledge of office practices and procedures, accounting equipment, and integrated planning information systems.
- Knowledge of governmental budget procedures.
- Ability to assess municipal problems and proposed policies in terms of their administrative impact.
- Ability to develop long term plans and programs and to evaluate work accomplishments.
- Ability to work effectively with elected officials, the City Manager, Department Directors representatives of other agencies, other city employees and the general public.
- Ability to plan, assign, supervise, train and review work of others directly and through analysis of reports. Ability to observe situations quickly and objectively and determine appropriate course of action.
- Ability to cope with situations firmly, courteously, tactfully, impartially and with respect to the rights of others.
- Ability to react quickly and calmly under emergency conditions and coordinate work of subordinates in emergencies.
- Ability to communicate effectively, both orally and in writing.

- Attend work on a continuous and regular basis.
- Provide notary services for the city.
- Performs other related duties as assigned.

- Knowledge of administrative assistant methods, techniques, and procedures.
- Knowledge of protocol and the proper order of etiquette in conducting administrative and HR related activities with City and other officials.
- Knowledge of the functions, processes, and principles of management.
- Knowledge of the organization’s structures, functions, operations, objectives, and goals of municipal government.
- Knowledge of appropriate laws, rules, regulations, and procedures governing City operations.
- Skill in using office and department software.
- Ability to research and develop information from a variety of sources.
- Ability to prepare detailed written reports and procedures.
- Ability to manage projects effectively and meet deadlines.
- Ability to manage multiple, high priority assignments.
- Ability to communicate effectively and persuasively, both verbally and in writing.
Qualifications
An associate degree from an accredited college, or university and three years of experience. Bachelor’s degree preferred.
Special Requirements
Certified Municipal Clerk’s certification with IIMC/FACC preferred (or working towards). Master Municipal Clerk’s (MMC) certification a plus. Certified Public Managers (CPM) a plus as are other certifications.
Pay: $78,146.00 - $100,422.00 per year
