JOB SUMMARY
Perform professional-level procurement tasks in obtaining goods and services requisitioned by County departments at the lowest total cost. Perform complex or sensitive procurements and determine the appropriate procurement method, provide direction, guidance, and advice to Procurement Officers on complex and strategic sourcing issues, and assist County staff to identify and resolve complex purchasing issues under general supervision.
- Knowledge of State, Federal and County laws, statutes, rules, and regulations governing public sector procurement activities and how to interpret and apply related standards.

Knowledge of Finance Department and County procurement policies, procedures, and regulations.

Knowledge of negotiation techniques and skill in negotiating favorable pricing and contract terms and conditions

Knowledge of principles and practices of public sector purchasing and records management.

Skill in developing and managing stakeholder relationships including with suppliers, departments, County management and Legal.

Knowledge of principles of total cost analysis, supply base analysis, vendor management, and project management.

Skill in analyzing procurement issues and developing recommendations for solving problems.

Skill in analyzing and interpreting and negotiating contracts and technical documents.

PHYSICAL DEMANDS:
The work is sedentary and requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. The work also requires the ability to finger, perform repetitive motion, hear, speak, and demonstrate mental and visual acuity.

The hiring salary for this position is dependent upon experience, qualifications and position funding; starting salaries above the midpoint require additional approval.
