The North Houston District is a special purpose management district located in Houston, Texas. The District was created by the State Legislature in 1991 at the request of commercial property owners to provide services and improvements to ensure the area’s growth and prosperity. Summary
The Director of Public Safety is responsible for the development, direction and progress of Public Safety programs and initiatives for the District including the Harris County Sheriff’s Task Force, Off-Duty Officer Patrol, private security patrol and certain initiatives with other law enforcement partners. This work also includes management of the Public Safety budget, contract negotiation and management, and public outreach to businesses and residents within the North Houston District area. This position reports to the President of the North Houston District.
Responsibilities include (but are not limited to):
Works with property owners, businesses, Property Owners Associations, and apartment communities to educate them about and encourage implementation of best practices, including CPTED principles
Works with various community partners and interested groups within the District’s unique and diverse communities to develop innovative programs to address solutions to public safety issues
Establishes and nurtures relationships with city, county, state, and federal law enforcement agencies, officials/employees
Develops and implements plans for law enforcement and security programs throughout the District and adjoining areas
Coordinates District Off-Duty Officer program, Harris County Sheriff’s Office Task Force contract, and private security contract
Develops and maintains various statistics related to crime, calls for service or other special needs relative to assessment of programs overseen by the district
Coordinates with appropriate agencies regarding dangerous buildings that pose a public safety risk
Responsible for developing and managing public safety initiatives related to the District apartment community including serving as the primary contact with apartment managers and owners.
Serves as a resource for brokers, developers, and investors.
Serves as primary contact for alarm systems or other security related matters pertaining to district facilities.
Other Duties - May include, but not limited to, event support, special/temporary assignments due to various district/departmental needs, and other projects as assigned by the President or designee.
Qualifications:
Minimum of a Bachelor’s degree in Criminal Justice, Public Administration, Security Management or related field.
10 years of Law Enforcement, Corporate, Government or Private Security Management experience
Professional security related certifications are highly desired
Creative and able to translate analytics and data into meaningful strategies to lower crime and the perception of crime
Comprehensive understanding of Crime Prevention Through Environmental Design (CPTED) principles
Ability to handle numerous projects simultaneously while meeting tight deadlines
Must be a self-motivated individual with strong work ethic
Good communication skills and a strong team player
