Position Overview
MDR Healthcare Services is seeking an experienced Virginia Medicaid Home Care Billing Specialist to support our growing home healthcare agency.
This position will begin as a flexible, as-needed independent contractor opportunity. Hours will increase as our Medicaid client census grows, with the potential to develop into a consistent part-time or full-time position.
The ideal candidate must have direct, hands-on experience billing Virginia Medicaid home- and community-based services. General medical billing experience alone will not qualify. The selected contractor must understand Virginia Medicaid requirements, managed care organizations, service authorizations, electronic visit verification, claim submission, payment reconciliation, and denial resolution.
Primary Responsibilities
- Submit accurate and timely Virginia Medicaid home-care claims.
- Verify Medicaid eligibility and managed care enrollment.
- Review service authorizations before billing.
- Confirm approved service dates, hours, units, and authorization limits.
- Submit and track claims through Virginia Medicaid and applicable MCO portals.
- Review EVV records and identify missing, rejected, or unmatched visits.
- Reconcile scheduled hours, completed visits, authorizations, and billed units.
- Correct rejected claims and resubmit them promptly.
- Research unpaid, denied, or partially paid claims.
- Follow up with Medicaid, MCOs, EVV vendors, and other payer representatives as necessary.
- Maintain organized billing records, payment reports, authorization information, and supporting documentation.
- Notify leadership of authorization expirations, insufficient units, eligibility concerns, or documentation issues.
- Assist with claims involving Virginia Cardinal Care and CCC Plus waiver services.
- Provide billing updates and recommendations to MDR Healthcare Services leadership.
- Help establish efficient Medicaid billing procedures as the agency’s census grows.
- Maintain strict confidentiality and comply with HIPAA requirements.
Required Experience
Candidates must have:
- Direct experience billing Virginia Medicaid home-care or personal-care services.
- Knowledge of Virginia Cardinal Care and CCC Plus waiver billing.
- Experience working with Virginia Medicaid managed care organizations.
- Familiarity with payers such as Anthem HealthKeepers Plus, UnitedHealthcare Community Plan, Aetna Better Health of Virginia, and other Virginia Medicaid MCOs.
- Experience reviewing service authorizations and approved units.
- Knowledge of EVV requirements for Virginia home-care services.
- Experience correcting rejected claims and resolving denials.
- Strong understanding of Medicaid billing compliance and documentation requirements.
- Excellent attention to detail and organizational skills.
- The ability to work independently and meet agreed-upon deadlines.
- Reliable communication and flexible availability as billing needs arise.
- Access to a secure, private workspace and reliable computer and internet service.
Preferred Qualifications
- At least two years of direct Virginia Medicaid home-care billing experience.
- Experience supporting a licensed Virginia home healthcare agency.
- Knowledge of personal care, respite care, companion care, and waiver service billing.
- Familiarity with DMAS documentation, including DMAS-225 requirements.
- Experience working with Medicaid care coordinators and provider-relations departments.
- Experience with EVV systems, Medicaid billing portals, and home-care EMR platforms.
- Experience helping a new or growing agency develop billing workflows and internal controls.
Schedule and Availability
This is an as-needed contractor position. Hours will initially vary depending on the agency’s Medicaid census, authorizations, and billing volume. There is no guaranteed minimum number of hours during the introductory period.
The contractor must have flexible availability during regular business hours to address time-sensitive eligibility, authorization, claim, and denial issues.
As the agency’s Medicaid census increases, this position may grow into consistent part-time or full-time work.
Compensation
- Starting compensation: $25.00 per hour

- Compensation and position structure may be reevaluated as the role and Medicaid census expand
