Position Summary
The Energy Auditor is responsible for conducting comprehensive residential energy audits and assessments for households participating in the North Carolina Department of Environmental Quality (NC DEQ) Weatherization Assistance Program (WAP), including projects funded through the Infrastructure Investment and Jobs Act (IIJA). The Energy Auditor evaluates building performance, identifies energy-saving opportunities, develops cost-effective weatherization work scopes, and ensures compliance with U.S. Department of Energy (DOE) and NC DEQ program requirements.
The Energy Auditor serves as the primary technical resource for determining weatherization measures that improve energy efficiency, occupant comfort, health, and safety while maximizing program benefits for eligible households.
Essential Duties and ResponsibilitiesEnergy Audits and Assessments
- Conduct comprehensive residential energy audits on single-family, multifamily, and mobile homes.
- Perform diagnostic testing including:
- Blower door testing
- Combustion appliance zone (CAZ) testing
- Carbon monoxide testing
- Gas leak detection
- Draft and spillage testing
- Duct leakage testing (when applicable)
- Mechanical ventilation assessments
- Assess building shell, insulation levels, heating and cooling systems, appliances, and overall energy performance.
Work Scope Development
- Analyze diagnostic test results and building conditions.
- Develop cost-effective weatherization work orders using approved DOE and NC DEQ energy audit software.
- Prioritize energy conservation measures based on savings-to-investment ratios (SIR), health and safety requirements, and program guidelines.
- Prepare detailed specifications for contractors and weatherization crews.
Health and Safety Evaluations
- Identify health and safety concerns that may impact weatherization activities.
- Document existing or potential hazards, including:
- Combustion safety issues
- Moisture and ventilation concerns
- Indoor air quality issues
- Electrical hazards
- Structural deficiencies
- Recommend appropriate corrective actions in accordance with DOE and NC DEQ requirements.
Client Interaction
- Explain audit findings and proposed weatherization measures to homeowners and tenants.
- Educate clients on energy conservation practices and household energy usage.
- Respond to client questions regarding weatherization services and program requirements.
- Maintain positive and professional relationships with program participants.
Documentation and Compliance
- Complete audit reports, work orders, testing records, photographs, and required program documentation.
- Maintain accurate records in accordance with DOE, NC DEQ, and agency policies.
- Ensure all audit activities comply with:
- DOE Weatherization Program Notices (WPNs)
- NC DEQ WAP Policies and Procedures
- Standard Work Specifications (SWS)
- Applicable building codes and regulations
Coordination and Program Support
- Collaborate with Quality Control Inspectors, Crew Leaders, Contractors, and Program Managers.
- Participate in technical reviews and case conferences as needed.
- Assist with state monitoring visits and program audits.
- Attend required training, certification courses, and continuing education programs.
Minimum QualificationsEducation
- High school diploma or GED required.
- Associate degree in Building Science, Construction Technology, Energy Management, Engineering Technology, Environmental Science, or a related field preferred.
Experience
- Minimum two (2) years of experience in weatherization, residential construction, home performance, energy efficiency, housing rehabilitation, or a related field.
- Experience performing building diagnostics and residential inspections preferred.
- Experience with federally funded housing or energy assistance programs preferred.
Required Certifications
The successful candidate must possess or obtain the following certifications within timeframes established by NC DEQ and DOE:
- BPI Energy Auditor Certification (required)
- BPI Building Analyst Technician Certification (preferred)
- OSHA 10-Hour Construction Safety Certification (preferred)
All required certifications must be maintained throughout employment.
Knowledge, Skills, and Abilities
- Knowledge of residential building science principles.
- Understanding of energy conservation measures and weatherization techniques.
- Familiarity with DOE Weatherization Assistance Program requirements.
- Knowledge of Standard Work Specifications (SWS).
- Ability to conduct diagnostic testing and interpret results.
- Ability to develop accurate and cost-effective work scopes.
- Strong analytical and problem-solving skills.
- Proficiency in Microsoft Office and energy audit software systems.
- Excellent written, verbal, and customer service skills.
- Ability to prepare technical reports and maintain accurate documentation.
- Ability to work independently and manage multiple projects.
Physical Requirements
- Ability to enter attics, crawlspaces, basements, and confined spaces.
- Ability to climb ladders and work in varying environmental conditions.
- Ability to lift and carry up to 50 pounds.
- Ability to operate diagnostic testing equipment.
- Ability to perform field inspections throughout the service area.
Travel Requirements
- Frequent local travel required to conduct residential energy audits.
- Valid North Carolina driver's license and insurable driving record required.
- Reliable transportation required.
