This position supports the California Department of Public Health’s (CDPH) mission by performing highly responsible and complex analytical and project-management work that strengthens procurement operations, promotes statewide consistency, and supports the establishment and implementation of the new Center for Social Behavioral Health (CSBH).
The Analyst III serves as the department’s primary technical and subject matter specialist for procurement modernization and CSBH implementation. The incumbent independently performs the most complex, sensitive, and mission-critical analytical work required to develop, implement, and sustain standardized procurement practices and contracting improvements. This position provides authoritative consultation to programs and executives; leads cross-divisional coordination; interprets and applies complex laws, policies, and statewide directives; and ensures procurement readiness for CSBH initiatives. The incumbent functions as the primary liaison between the Program Support Division (PSD), Contracts and Purchasing (C&P), CSBH leadership, Information Technology Services Division (ITSD), Administration (Admin), Operations (Ops), and the Director’s Office (DO), ensuring consistent communication, alignment, and integration of modernization activities across the Department.
The incumbent works under the general direction of the Operational Support Services (OSS) Assistant Division Chief and receives guidance from the C&P Assistant Division Chief and the PSD Assistant Deputy Director.
This is a 12 month Limited-Term Full-Time position that may be extended or become Permanent.
In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. Travel may be required for this position. Reimbursement for travel takes into consideration an employee’s designated headquarters, as reflected in the duty statement, and is subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.
