Job Overview: We are seeking a highly qualified Project Programming Support Specialist to provide critical engineering support to the 50th Civil Engineer Squadron (50 CES) at Schriever Space Force Base. In this role, you will be a key technical partner responsible for programming and planning sustainable infrastructure projects that directly enable space operations and tenant missions. You will manage the full lifecycle of facility projects, from initial requirement validation to cost estimation and final project approval.
Key Responsibilities
- Project Programming: Program up to 15 annual projects, including Facilities Sustainment Restoration & Modernization (FSRM), energy resiliency, and Military Construction (MILCON), in strict accordance with AFCEC rules and Air/Space Force guidance.
- Requirements Validation: Obtain, validate, and document project requirements from stakeholders and engineers to ensure the programmed scope accurately reflects mission needs.
- Cost Estimation: Produce PACES-based parametric cost estimates and written bases of estimate within 3–4 weeks of assignment, accounting for local market conditions and restricted-area work constraints.
- Documentation & Systems: Prepare essential programming documents and update critical databases including NexGen IT (TRIRIGA) and the Comprehensive Planning Platform (CPP).
- Strategic Planning: Support the creation and updating of the BCAMP/IPL (Base Comprehensive Asset Management Plan) and compile annual Project Requirements Lists.
- Advocacy & Collaboration: Develop advocacy slides for HHQ (Higher Headquarters) submissions and support weekly work order review boards to ensure data-driven leadership decisions.
Qualifications
- Candidates must meet one of the following two criteria:
- Option 1: A bachelor’s degree in Engineering or Architecture AND at least 5 years of experience as a facility design engineer or construction project manager.
- Option 2: A minimum of 5 years of experience specifically in DoD/DoW project programming and the development of programming documents.
- Comprehensive knowledge of engineering principles and analytical techniques supporting civil engineering disciplines.
- Proven ability to follow established project procedures and meet strict milestones and deadlines.
- Proficiency in DoD-specific tools like NexGen IT, PACES, and CPP is highly preferred.
Security Clearance/Access: Must be able to obtain a favorable National Agency Check w/Inquiries (NACI) for unescorted access to restricted areas.
