Position Summary
The GIS Production Specialist performs advanced GIS mapping, database management, quality control, workflow development, and data production activities in support of a variety of Reclamation projects.
This position coordinates with hardware and software vendors, oversees production procedures performed by associate specialists and data technicians, monitors data backups, and reviews final maps, databases, and reports before release.
The GIS Production Specialist also assists GIS Service Center management with project setup, user administration, accounting procedures, security, enterprise schemas, data-collection technologies, and GIS production workflows. The successful candidate must be able to work independently and collaboratively as part of an interdisciplinary GIS team.
Responsibilities
- Perform GIS mapping, spatial analysis, database management, and production activities for Reclamation projects.
- Develop and maintain GIS datasets, maps, reports, geodatabases, and related deliverables.
- Implement and maintain quality-control and quality-assurance procedures for GIS data and products.
- Review the procedures and work products of associate GIS specialists and data technicians.
- Verify the accuracy, completeness, consistency, and technical quality of maps, databases, reports, and other GIS deliverables.
- Approve and release final production databases, maps, and reports when authorized or delegated by the Service Center Manager.
- Monitor scheduled data backups and confirm that GIS data is protected and recoverable.
- Coordinate with hardware and software vendors to resolve technical issues and maintain a reliable GIS operating environment.
- Assist the Service Center Manager and Assistant Manager with user setup, project setup, accounting procedures, security, and access administration.
- Create and maintain enterprise GIS database schemas.
- Develop, document, and implement GIS production workflows and operating procedures.
- Manage and support field and office data-collection technologies.
- Develop scripts, tools, models, and automated workflows using Python, Arcade, ModelBuilder, or related technologies.
- Use ArcGIS Pro, Spatial Analyst, ArcGIS Online, and other components of the ArcGIS software suite.
- Support cartographic production, geographic analysis, spatial-data management, and map design.
- Assist with ArcGIS Server, enterprise geodatabase, and ArcSDE-related activities as assigned.
- Coordinate with GIS staff, technical specialists, project teams, users, and external vendors.
- Work independently on assigned GIS production tasks while contributing effectively to an interdisciplinary GIS team.
- Maintain documentation for GIS data, schemas, workflows, procedures, scripts, models, and completed products.
Required Qualifications
- Bachelor’s degree in Geography, Natural Resources Management, Earth Sciences, Engineering, Computer Science, or a related discipline. Comparable professional experience may be accepted in place of the degree.
- Three or more years of professional experience using one or more of the following:
- Python
- Arcade
- ModelBuilder
- Demonstrated working knowledge of the ArcGIS software suite, including ArcGIS Pro and Spatial Analyst.
- Demonstrated knowledge of geography, mapping, cartography, and spatial-data principles.
- Experience performing GIS mapping and database-management functions.
- Experience developing or maintaining GIS schemas, workflows, and production procedures.
- Experience implementing GIS quality-control or quality-assurance procedures.
- Experience reviewing GIS data, maps, databases, or reports for accuracy and completeness.
- Ability to work independently and manage assigned production responsibilities.
- Ability to work collaboratively within an interdisciplinary GIS team.
- Strong analytical, organizational, troubleshooting, and communication skills.
- Ability to work 100% on-site at the 2800 Cottage Way Federal Building in Sacramento for the full duration of the workday.
Recent, relevant Esri coursework may be considered as a substitute for a portion of the experience or time requirements where permitted under the contract.

- Experience with ArcGIS Server and ArcSDE configuration.
- Experience administering ArcGIS Online.
- Experience building, configuring, or maintaining enterprise geodatabases.
- Experience developing automated GIS workflows using Python, Arcade, or ModelBuilder.
- Experience with cartographic production and professional map design.
- Experience using Esri 3D creation, analysis, or visualization tools.
- Experience supporting modern field-data-collection workflows.
- Experience managing mobile, GPS, remote-sensing, or other GIS data-collection technologies.
- Experience monitoring GIS data backups, recovery procedures, or data-retention processes.
- Experience coordinating directly with software or hardware vendors.
- Experience overseeing the work of junior GIS specialists, associate specialists, or data technicians.
- Experience reviewing and releasing final GIS maps, databases, reports, or other production deliverables.
- Experience with user access, system security, project setup, and account administration.
- Experience supporting GIS projects within a federal government, natural resources, water resources, land management, engineering, or environmental organization.
Preferred Certifications and Training
Successful completion of one or more of the following Esri courses within the previous two years is preferred and may be considered as a substitute for a portion of the stated experience requirements:
- Current ArcGIS Pro coursework
- Building Geodatabases or comparable coursework
- Cartographic Production coursework
- Esri 3D Creation, Analysis, or Visualization coursework
- Modernizing Field Workflows Using Fields for ArcGIS or comparable field-workflow coursework
Pay: $105,000.00 - $135,000.00 per year
