The City of Farmers Branch is looking to hire a strategy-minded servant leader with the experience and skills to serve as the City's next Deputy Director of Public Works. This executive-level position is responsible for the management, planning, organization, and oversight of the City’s street, drainage, water, wastewater, and related infrastructure systems. The Deputy Director will lead administrative functions and special projects while ensuring the effective maintenance and repair of public works assets. The Deputy Director serves in place in the absence of the Director of Public Works.
Essential Job Functions represents 20%-50% of working time on a regular basis, subject to the varying demand of specific functions. All functions listed below are considered essential and are expected to be completed regularly and efficiently by any incumbent. Regular, punctual and on-site attendance is essential for all functions listed below.

Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.

Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; maintains records regarding work assignments; consults with assigned staff, assists with complex/problem situations, and provides technical expertise.

Assists in developing and preparing long range management plans; evaluates operational and organizational needs, statistical data, growth trends, and community needs.

Manages the bidding of utility projects; evaluates requests for proposal and requests for qualifications; makes recommendations for selection of contractors and consultants.

Inspects construction projects while in progress to ensure adherence to Stormwater Pollution Prevention Plans (SWPPP).

Reviews and/or approves stormwater drawings, engineering reports, development plans, and other documentation for projects involving City stormwater systems.

Oversee operations, management, contracting and permitting of landfill.

Oversee Solid Waste Collection operations.

Ensure Stormwater Pollution Prevention Plan (SWPPP) compliance.

Assists in formulating and developing policies and standard operating procedures; implements departmental rules and regulations; communicates and clarifies local, state and federal regulations, codes and standards.

Ensures all departmental activities comply with applicable local, state and federal codes, ordinances, laws and regulations, standards, policies and procedures; initiates any actions necessary to correct deviations or violations.

Assists in developing and implementing departmental budget, including operating, maintenance and capital improvements; monitors expenditures and revenues to ensure compliance with approved budget.

Receives, investigates and responds to citizen complaints and inquiries concerning utility services, capital projects and ongoing maintenance programs.

Maintains a comprehensive, current knowledge and awareness of applicable laws, regulations, policies and procedures.

Maintains an awareness of new equipment, procedures, trends and advances in the profession.

Assist Director of Public Works in managing department activities and special projects as assigned.
