SUMMARY:
The Housing Case Manager for Pierce County Housing Services is responsible for ensuring that housing programs, policies, and service delivery are equitable, inclusive, and responsive to the needs of diverse communities. This role integrates housing program expertise with an equity-centered approach to reduce barriers and improve access for historically underserved populations across Pierce County.
LOCATION: Hybrid in Pierce County, WA (2-3 days in office, remainder remote)
RESPONSIBILITIES:
Program Equity & Compliance
- Apply HUD, state, and Pierce County housing regulations through an equity lens to ensure fair and consistent eligibility determinations and service delivery.
- Ensure compliance with fair housing and anti-discrimination laws.
- Monitor and track equity metrics to identify disparities in access, enrollment, and outcomes across programs.
Client & Community Engagement
- Provide culturally, linguistically and trauma-informed responsive outreach to diverse communities, including immigrant and refugee populations, individuals with disabilities, and low-income households.
- Build partnerships with landlords, community-based organizations, and service providers in Pierce County.
- Support clients in navigating housing systems and addressing systemic barriers to stability.
Data Analysis & Reporting
- Collect, analyze, and interpret demographic and program data to identify trends and disparities.
- Prepare reports for funders and leadership highlighting equity outcomes and progress.
- Use data to inform program design, policy recommendations, and continuous improvement efforts.
Training & Capacity Building
- Facilitate training for staff, landlords, and partners on equity, cultural humility, and inclusive practices.
- Provide education on fair housing laws, unconscious bias, and culturally responsive service delivery.
- Support teams in integrating equity into daily practice.
Additional Duties
- Actively integrate advocacy into all aspects of work by promoting equity, inclusion, and systems change in support of individuals with intellectual and/or developmental disabilities and their families. This includes ensuring that advocacy efforts are woven throughout program implementation, outreach activities, and team collaboration.
- Other duties as assigned by supervisor.
SKILLS & QUALIFICATIONS:
- Bachelor’s degree in social work, public administration, housing, or a related field (An equivalent combination of experience and education will be considered).
- Experience in housing services, case management, or equity-focused work preferred.
- Knowledge of housing programs, HUD regulations, and fair housing laws.
- Experience with HMIS data collection, reporting, and program monitoring.
- Familiarity with Pierce County housing systems and community resources is preferred.
- Strong communication and interpersonal skills.
- Demonstrated cultural competency and ability to build trust with diverse communities.
- Strong problem-solving skills and ability to navigate complex systems.
- Must be mission-driven, trustworthy, and diligent.
- Must be comfortable navigating technology and online platforms such as Microsoft Office, Salesforce, etc.
- Strong personal commitment to equity and progressive social, racial, and economic justice for people with disabilities.
- Strong verbal and written English communication skills; second language proficiency a plus
- Strong organizational and time management skills.
- Proven ability as an effective communicator and strong advocate for people with disabilities and their families.
- Track record of respect for others’ experiences, opinions, language, values, culture, and knowledge.
- Demonstrated commitment and ability to collaborate while working in a highly diverse environment.
- Ability to pass DSHS criminal background check upon job offer & Every 2 Years.
DESIRED QUALIFICATIONS
- Bilingual in any language preferred
- Knowledge of resources and information for people with disabilities
WORK ENVIRONMENT
- Based in Pierce County with a combination of 3 days in office, community-based, and remote work.
- Requires collaboration with clients, landlords, community partners, property management companies and government agencies.
- Includes in-person outreach, meetings, and cross-system coordination.
PHYSICAL REQUIREMENTS
- Ability to lift up to 40 lbs.
