Position Summary
The Program Specialist is responsible for overseeing program operations and directly providing client case management services for PSND’s Youth Homelessness Demonstration Program (YHDP) and Family Homeless Shelter program. This position balances program oversight, compliance, and staff support with a direct caseload, ensuring high-quality, trauma-informed, and housing-focused services for youth and families experiencing homelessness.
Key Responsibilities – Program Oversight & Operations
· Oversee day-to-day operations of the YHDP and Family Homeless Shelter programs.
· Ensure compliance with HUD, ND HHS, Continuum of Care (CoC), and contract requirements.
· Implement and maintain program policies, procedures, and workflows.
· Monitor shelter operations, participant flow, eligibility, and service coordination.
Key Responsibilities – Client Case Management & Direct Services
· Carry an active caseload of youth and/or family households.
· Conduct intake, assessments, eligibility determinations, and service planning.
· Develop and monitor individualized service plans focused on housing stability.
· Provide ongoing case management, advocacy, and referrals.
· Support crisis intervention and rapid exits from shelter.
Key Responsibilities – Staff Support & Coordination
· Provide guidance and technical assistance to case managers and shelter staff.
· Assist with onboarding and training.
· Support workflow coordination and coverage.
· Participate in performance evaluations.
Key Responsibilities – Staff Oversight & Professional Engagement
· Provide direct oversight and day-to-day supervision of assigned program staff, including case managers and shelter staff.
· Support staff performance through coaching, mentoring, and professional development.
· Ensure staff compliance with program policies, funder requirements, and ethical standards.
· Participate in hiring, onboarding, training, and performance evaluation processes.
· Represent PSND professionally at state-level collaborations, Continuum of Care (CoC) meetings, YHDP planning tables, and other required community or funder meetings.
· Communicate outcomes, updates, and system changes from external meetings to internal staff and leadership.

· Coordinate staff workflows to ensure consistent service delivery and adequate program coverage.
· Represent Pathfinder Services of North Dakota professionally at state-level collaborations, Continuum of Care (CoC) meetings, YHDP planning tables, and other required community or funder meetings.
· Communicate outcomes, policy updates, and system changes from external meetings to internal staff and leadership to support alignment, compliance, and continuous quality improvement.
Qualifications
· Bachelor’s degree in social work or related field (or equivalent experience).
· 2–3 years of experience in case management or homeless services.
Knowledge of HUD programs and HMIS preferred
Pay: $55,220.00 - $60,400.00 per year
