To coordinate and lead the implementation of the Racine Continuum of Care (CoC) system. Responsibilities include management of the CoC collaborative application process, system planning and performance activities, and coordination of community partners to support an integrated, countywide approach to preventing and ending homelessness. The position supports Racine County as the Collaborative Applicant and advances alignment of housing, supportive services, and funding strategies across the community.
As an employee of a local government agency, qualified employees may be eligible for the federal Public Service Loan Forgiveness(PSLF)program, which may provide student loan forgiveness for borrowers who meet program requirements.
- Lead the preparation, coordination, and submission of the Continuum of Care (CoC) Notice of Funding Opportunity (NOFO) collaborative application, including the Planning Grant Project, ensuring compliance with HUD requirements and alignment with community priorities.

Coordinate year-round CoC planning and governance activities, including timelines, required documentation, and support to the CoC Board, committees, and workgroups, in accordance with the Governance Charter.

Oversee data collection, reporting, and system performance activities, including coordination with the HMIS Lead Agency, management of Point-in-Time (PIT) counts, and analysis of system performance to inform planning and decision-making.

Develop and implement monitoring processes for CoC- and ESG-funded programs to ensure compliance with funding requirements, achievement of performance outcomes, and continuous system improvement; provide technical assistance and promote best practices across providers.

Lead community needs assessments and gaps analyses, and support development of strategies to address unmet needs, improve service delivery, and align resources across the homelessness response system.

Convene and coordinate cross-sector partners to advance an integrated, countywide approach to housing and homelessness services, including alignment among public, nonprofit, and community stakeholders such as HALO, Housing Authority, Hope Center, City of Racine, Racine County, United Way, local school districts, domestic violence providers, and workforce and life-skill organizations.

Facilitate development and implementation of coordinated service delivery strategies that improve access to housing, streamline referrals, reduce duplication, and strengthen outcomes for individuals and families experiencing homelessness.

Identify, pursue, and support collaborative funding opportunities across federal, state, local, and philanthropic sources; assist in aligning funding strategies with system priorities to maximize community investment and impact.

Serve as the primary liaison to HUD and represent the CoC in state and regional meetings; maintain effective communication with federal, state, and local partners.

Maintain records, reports, and required documentation; attend and participate in CoC Board, membership, and committee meetings; and advise the Administrator of Workforce and Supportive Services on system performance, risks, and strategic opportunities.

Perform other duties as assigned consistent with the responsibilities of the position.

Assist with marketing materials as requested, necessary and allowable to assist in the success of the program and department.
Work Relationship and Scope
Reports directly to the Administrator of Workforce and Supportive Services. Works closely with the COC Board, Alliance membership, HMIS Lead Agency, local government entities, nonprofit service providers, and community stakeholders. Has regular contact with federal and state partners, including HUD and the State of Wisconsin.
This position does not have supervisory responsibility.
