TYPE OF APPOINTMENT ISSUED: This position is included in the Educational Officers' Bargaining Unit and will be filled as a clear line appointment.
A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS. EXAMPLE OF DUTIES Under the general supervision of the Educational Specialist III of the Student Support Section, the Educational Specialist II:
1. Provides leadership and direction to the Department and its shareholders in the analysis, planning, development, monitoring and facilitation of coordinated prevention and intervention of student support programs and initiatives, which include, but is not limited to, Hawaii Multi-Tiered System of Support (HMTSS), positive behavioral interventions and supports, student discipline, Social and Emotional Learning (SEL), trauma-informed practices, restraints and seclusion, K-12 school counseling, attendance, bullying prevention, child safety, education for homeless children and youth, foster care, and transitions with an emphasis in the planning and implementation of a full-spectrum of K-12 college, career and community readiness program-related services and activities that ensure effective alignment and supports are in place at all levels.
2. Analyzes, plans, develops and implements statewide programming for the Department, inclusive of, but not limited to, evidence-based and innovative practices, guidelines and procedures, and professional development resources for elementary through secondary levels.
3. Provides coaching and technical assistance to complex areas and schools to ensure their capacity to develop, innovate, and sustain comprehensive student support systems that effectively address student needs. Capacity development includes guidance related to federal and state laws, Hawaii Administrative Statutes and Board of Education policies and procedures.
4. Collaborates with other Department offices, agencies, organizations, complex areas and schools to coordinate, develop and deliver activities, resources and strategies related to student support programs and practices.
5. Plans, coordinates and conducts professional learning opportunities and related resources for district, complex area and school staff.
6. Prepares program plans, performance reports, budgets, expenditure plans, contracts, memoranda of agreement, legislative testimony, memos and other documents, as required. Services as a liaison between the Department and other agencies, private organizations, community groups and professional organizations related to areas of assignment.
7. Performs other related duties as assigned.
SUPPLEMENTAL INFORMATION
SALARY RANGE: EOSR-7, $113,660 to $160,893.
Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.
All others will be placed on the first step of $113,660.
WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.

EDUCATIONAL OFFICER CONTRACTUAL AGREEMENT: Priority for appointments shall be given to qualified and tenured educational officers in that class who wish to move to that position through lateral transfer or a voluntary demotion and second to all other qualified educational officers with tenure.
