We’re looking for a ServiceNow SPM/ITFM Solution Architect to help our federal client maximize the value of its ServiceNow platform. In this role, you’ll design and configure Strategic Portfolio Management (SPM) and Financial Management capabilities, streamline governance and investment processes, and deliver reporting and AI-enabled insights that support better decision-making. You’ll work closely with FDIC stakeholders and existing ServiceNow partners to expand platform adoption while building solutions that can be maintained with minimal contractor support.
Configure and operationalize ServiceNow SPM to support demand intake and prioritization, portfolio planning and governance workflows, investment lifecycle visibility, resource and capacity planning, and performance management aligned to FDIC governance structures and processes.
Configure ServiceNow Financial Management to provide lifecycle cost visibility, budget planning and tracking, cost allocation and reporting, and variance and accrual tracking integrated with portfolio and investment data.
Design and configure data models, workflows, and governance controls that support intake, prioritization, funding, and investment lifecycle processes, including roles, permissions, access controls, naming conventions, and version-control standards.
Build integrated reporting and analytics capabilities, including governance, financial, and portfolio performance dashboards, and integrate ServiceNow data with reporting tools such as Power BI.
Implement AI-enabled decision-support capabilities to enhance demand intake analysis, investment prioritization, portfolio insights, value-realization tracking, governance decision support, and financial forecasting.
Maintain a coordinated ServiceNow operating environment that aligns with the enterprise ServiceNow implementation, supports unified backlog management, and enables governance workflows across CIOO stakeholders.
Collaborate with the FDIC’s existing enterprise ServiceNow contractor to expand platform adoption and support user acceptance testing, operational adoption, and long-term self-sufficiency.
Bachelor’s degree in Information Technology, Computer Science, Information Systems, or a related field.
Five (5) or more years of experience configuring and implementing ServiceNow, including hands-on experience with Strategic Portfolio Management (SPM) and/or IT Financial Management modules.
Demonstrated experience with data modeling, workflow design, and configuration of roles, permissions, and access controls aligned with organizational governance requirements.
Experience integrating ServiceNow data with business intelligence and analytics tools (e.g., Power BI) and developing dashboards and automated reporting solutions.
Experience designing solutions that support client self-sufficiency, including documentation, user acceptance testing, training, and knowledge transfer.
ServiceNow certifications, such as Certified System Administrator (CSA) and SPM/ITBM or IT Financial Management Implementation Specialist credentials.
Experience coordinating with multiple vendors in a shared or enterprise ServiceNow environment.
Familiarity with AI productivity tools (e.g., Microsoft Copilot) and their integration into governance, portfolio, and financial management workflows.
Experience supporting a federal agency, financial institution, or financial regulatory organization.
Experience working within complex governance, portfolio management, or technology modernization environments.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$144,381.00 - $245,448.00
