Contract Specialist
The Contract Specialist will perform advanced market and procurement analyses to support WMATA’s capital project delivery. This role includes drafting and reviewing contract language, assessing risks, and implementing procurement best practices to enhance competition and efficiency.
Key Responsibilities
- Conduct market analyses of alternate delivery methods for capital projects.
- Draft, review, and refine contract language, department guidelines, and policies.
- Identify risks or conditions that may impact contract execution.
- Maintain strong relationships with internal and external stakeholders.
- Lead vendor and industry engagement to promote innovation and broaden competition.
- Research emerging industry trends and procurement best practices.
- Recommend process improvements to reduce contract delays and change orders.
Required Qualifications
- Minimum of 10 years of progressively responsible experience in contract development or management, acquisition planning, or compliance.
- Strong knowledge of procurement laws, regulations, and project management principles.
- Ability to interpret complex contract language and draft technical documentation.
- Strong writing skills for producing accurate and concise contractual content.
Preferred Qualifications
- Master’s degree in Business, Engineering, or Construction Management.
- Experience working in a transit agency environment.
- Expertise with multiple contract types (Construction, A/E, CMAR, PMCM, GMP, Supply, etc.).

Pay: $75,000.00 - $90,000.00 per year
