The Tactical Solutions Strategic Business Unit delivers mission system solutions, from specialized antennas to radio-frequency electronics, and electro-optical technologies, to the warfighter. Our systems enhance the performance of various military platforms, from aircraft and land vehicles to ships and satellites, and give warfighters the advantage they need to take action, identify targets and defend against evolving threats.
What You’ll Do:
- People Leadership:

Establish and maintain effective working relationships within the department, the Strategic Business Units, Strategic Capabilities Units and the Company. Interact appropriately with others to maintain a positive and productive work environment.

Responsible for the continuous improvement of proposal processes including tools, templates, and operating procedures.

Trains and instructs the proposal team in the Proposal Development Process.

Maintains and tracks updated company policy so Proposal Analysts have the most current directives.

Support the Operations portion of proposals, including proposal kickoff, estimating, Fact Finding, and Negotiations.

Lead a team of proposal managers providing continuous coaching on proposal strategy and project management.

Manage the deployment of proposal managers across various bids, balancing workload and ensuring the right skill set is matched to the complexity of the opportunity.

Train new proposal analysts and identify gaps in team capabilities implementing training programs when and where necessary.

Maintain the TS Proposal Handbook ensuring a consistent approach to TS proposals.

Proposal Management: Proposal Manager serves as the central coordinating body responsible for the delivery of complete, compliant, and winning proposals. Through strategic partnership with all contributing disciplines, Proposal Management optimizes resource utilization to ensure every submission maximizes its scoring potential. The responsibilities of proposal management are:

Compliance: Developing and maintaining a Compliance Matrix to map every customer requirement to a specific section of the proposal, ensuring no requirement is missed.

Quality Governance: Facilitating formal review milestones (e.g., Pink, Red, and Gold Team reviews) to validate technical accuracy, strategic alignment, and quality.

Resource Coordination: Managing the "Proposal War Room" or collaboration space, ensuring all subject matter experts (SMEs) have the tools and information needed to contribute.

Stakeholder Coordination: Leading the integration of disparate inputs (Technical, Cost, Management, and Legal) into a single, cohesive narrative "one voice" document.

Proposal Execution: Identifying and tracking proposal-phase risks (e.g., resource gaps, missing data, or timeline slips) and escalating them to leadership for mitigation.

Proposal Delivery: Managing the final production process, including formatting, editing, and the secure electronic or physical delivery of the submission.

Maintain a regular and predictable work schedule.

On-Site Work Environment: This position requires regular in-person engagement by working on-site five days each normally scheduled week in the primary work location. Travel and local commute between company campuses and other possible non-company locations may be required.
Working Conditions:
Work is performed in an office environment, laboratory, cleanroom, or production floor.
Short Term Incentive: Subject to business performance and recommendations of management, this role may be eligible to participate in an incentive compensation plan.
Required Education, Experience, & Skills
- BS/BA in related field plus 12 or more years related experience.
- Each higher-level degree, i.e., Master’s Degree or Ph.D., may substitute for two years of experience. Related technical experience may be considered in lieu of education. Degree must be from a university, college, or school which is accredited by an agency recognized by the US Secretary of Education, US Department of Education.
- A current, active Secret security clearance is required with the ability to obtain and maintain a Top-Secret security clearance is required.
- Experience with Preparation and Execution of Oral Proposals.

Influencing, communication and team skills will be critical to successful execution of the duties of the position.

Experienced presentation skills with documented presentation experience to senior decision making and technical audiences.

Demonstrated proposal leadership experience, demonstrated leadership and interpersonal skills in relevant business environments.

Pay Information
Full-Time Salary Range: $173023 - $294137
Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
