Position Summary & Responsibilities:
Position Summary:
Accounts Payable, Travel Authorizations, and Procurement Processing

Processes payment vouchers from vendors, state agencies, utilities, and contracts, ensuring accurate coding, funding alignment, and compliance with disaster and grant-related requirements.

Reviews and processes purchase orders submitted by program managers, verifying completeness, accuracy, and proper funding source allocation.

Processes travel requests submitted by program managers, verifying appropriate program and funding source
-
Ensures compliance with established accounting principles, agency policies, and operational objectives; coordinates fiscal operations across internal sections and external partners.

Assists in resolving issues or disputes, responds to internal and external inquiries regarding Fiscal policies and procedures.
Grant Reimbursement Administration
-
Assists with reimbursement requests for all US Department of Homeland Security Grant Program (SHSP), Emergency Management Performance Grant (EMPG), Nuclear Fees and USDOT Hazardous Materials Emergency Preparedness (HMEP) or Homeland Security Grant.

Determines eligibility of expenditures, completes reimbursement forms and SMART interfund entries, and responds to requests for clarification or additional documentation.
Grant Compliance
-
Assists in grant compliance management for Emergency Management Performance Grant (EMPG), Public Assistance and Hazard Mitigation by validating the completion of debarred check, civil rights, Unique Entity Identifier (UEI), subrecipient monitoring, single audit and Federal Funding Accountability and Transparency Act (FFATA) reporting, preparing and sending award letters. Also validates and enters appropriate information in Grants Portal, which is a FEMA-based Public Assistance platform.
Disaster Response and Recovery

May serve as the Finance & Administration Section Chief, subordinate position in the Finance & Administration Section, or other major management function in the state emergency operations center (SEOC) during exercises and real-world activations.

Assists with the processing of SEOC mission assignment reimbursement packages from state agencies and local levels of government that augment local jurisdictions’ response and recovery actions under a state of disaster emergency proclamation.

Assists with the processing of reimbursement packages from state agencies and local levels of government for resource support that is deployed via the Emergency Management Assistance Compact (EMAC) to support state-level response and recovery coordination.
Process Improvement
-
Identifies work processes needing improvement and collaborates with internal stakeholders, including IT staff to develop, test, and implementation enhancements.

Assess the effectiveness of implemented improvements and adjustments to optimize fiscal operations.
-
Incumbent may be subject to call-in/call-back outside of regular working hours to support state response and recovery actions staffing the state emergency operations center, or deployment to areas impacted by an emergency or disaster.

Incumbent is required to remain knowledgeable of current agency plans and procedures and to maintain a working knowledge of NIMS and related SEOC interfaces, in addition to supporting any training and/or documentation requirements as needed.
Qualifications

Education: General
-
Two years of experience in professional accounting/auditing work. Education may be substituted for experience.
Licensing & Certification:
Minimum Qualifications:
- Two to four years of progressive accounting experience preferred:
-
Strong knowledge of accounting principles, financial reporting, and internal controls.
-
Experience with governmental accounting standards and fund accounting.
-
Experience preparing, analyzing, and reconciling financial statements and reports.
-
Ability to interpret and apply state and federal regulations, policies, and procedures.
-
Excellent written and verbal communication skills, including the ability to explain financial information to non-financial stakeholders.
-
Ability to manage multiple priorities, meet deadlines, and work independently while collaborating effectively with internal and external stakeholders.
Special knowledge skills, and abilities:
- Prefer knowledge of state and FEMA accounting and purchasing policies, procedures and forms. Knowledge and ability to effectively utilize financial software packages, specifically, SMART, PARS, PMS, FEMAGo, and FEMA Grants Portal. Knowledge and ability to effectively utilize Microsoft Office programs: Access, Excel, Outlook, PowerPoint, and Word. Ability to effectively communicate verbally.
