HR - Recruiter
This position is located at our Administrative Office in Dothan, Alabama.
Work hours are Monday-Thursday 8am-530pm and Friday 8am-12pm
POSITION SUMMARY/FUNCTION
This position is responsible for managing all facets of coordinating the hiring of employees for the mental illness, substance use, and developmental disabilities divisions of SpectraCare. This position will develop and maintain a pool of staff to work as needed, conduct follow-up with program managers, and effectively communicate with levels of management to ensure program needs are being met through staffing. Must exercise independent judgment in some decisions made. Travel may be required within the catchment area.
ESSENTIAL DUTIES/RESPONSIBILITIES/FUNCTIONS/TASKS:
Manage the recruitment and hiring for SpectraCare positions according to program standards and/or state, federal guidelines.

Actively recruit candidates through various sources to include but not limited to job fairs, college recruiting fairs, social media outlets, job boards, etc. to build a robust candidate pipeline. Create job advertisements via various applications to promote through the recruitment sources.

Screen candidates by reviewing resumes and job applications, ensuring candidates meet the requirements of the Alabama Administrative Code and/or SpectraCare's program descriptions for position applied.

Schedule and conduct interviews as needed.

Efficiently and effectively fill open positions to meet the demands of SpectraCare programs.

Conduct new hire screenings to include but not limited to reference checks, background, MVR, TB tests, OIG exclusions, SAMS and drug screens for candidates.

Extend job offers as approved by the Chief Human Resources Officer and Chief Executive Officer.

Ensure all screening, hiring, and selection is done in accordance with federal, state, and local employment laws and regulations, and SpectraCare policy.

Stay abreast of recruiting trends and best practices.

Collaborates with the Director of Human Resources during the offer process, identifying start dates, salary negotiations (approved by CHRO/CEO), or other pertinent details.
Work with the Scheduling Coordinator to help establish a pool of PRN/Relief Staff for all divisions of SpectraCare.

Develop a pool of qualified candidates in advance of need.

Recruiting, scheduling, and conducting interviews as needed.

Efficiently and effectively fill open positions to meet the demands of SpectraCare programs.

Position may require on call status, weekend and/or after hour work, flexible working hours.
Administrative Duties and Record Keeping

Coordinates advertising for staffing, using social media, job boards, etc.
-
Review applicants to evaluate if they meet the position requirements, keeping in mind Alabama Administrative Code, SpectraCare Policies and Procedures, as well as federal, state, and local laws.

Maintain all pertinent applicant and interview data in the Human Resources Information System (HRIS).
Appraisal of staffing effectiveness
-
Coordinate and communicate with Directors on staffing needs and solutions.
Assists HR Department with special projects assigned.

Conduct and/or participate in off-site and/or onsite job fairs.
-
Participates in developing department goals, objectives, and systems.
-
Performs duties independently and/or with minimal supervision.

Ensure necessary documentation is completed in a timely manner with minimal errors and in compliance with applicable guidelines and policies.

Follow guidelines of SpectraCare Personnel Policy, SpectraCare Clinical Policy, including but not limited to the Alabama Administrative Code, CMS, and all other applicable regulating and contractual entities.

Participate in training, workshops, in-services, and/or administrative meetings as assigned.

Ensure any necessary documentation is completed and up to date before annual leave or personal leave is taken.

Regular attendance with timely arrival and departure according to scheduled hours. All absences must be reported to Director of Human Resources or designee.

Must be able to work full time to include but not limited to on-call hours, nights, and/or weekends as scheduled, if needed.

To ensure client/employee safety while on duty, must remain awake during scheduled working hours.

Covers switchboard in absence of HR-Secretary for lunches, absences, etc., to include Friday afternoon coverage when needed.

Knowledge and ability to effectively manage staffing for system.

Knowledge of employment law and practices to include but not limited to recruitment, interviewing legalities, disciplinary actions, ADA, etc.

Ability to follow orders and directives and work with Director and other staff to foster teamwork

Excellent communication skills to effectively communicate with system directors in regard to but not limited to applicants, skill sets, orientation schedules, etc. Communicate in a professional manner, both written and oral.

Computer skills to include HR Software Applications, ATS, Microsoft Office - word processing, spread sheet programs

Skills in database management and record keeping.

Ability to travel to job fairs / college fairs as needed, including but not limited to all areas of the state and/or within the southeast region. Must have and maintain a current valid driver's license.

ESSENTIAL TRAINING REQUIREMENTS:

Complete initial new hire training.

Complete required on the job training (OJT) training by the department.

Obtain proper certifications needed to perform job duties.

Complete annual training as required by the Alabama Administrative Code, CMS, and all other applicable regulating and contractual entities.
WORK ENVIRONNMENT / PHYSICAL REQUIREMENTS:
-
Physical ability to work assigned shift with flexible hours, to include after-hour, weekend call. Work location is primarily in a temperature-controlled office with periods of computer use at a desk with associated repetitive motions. Must understand and practice good ergonomic movements to avoid injuries.

Must be able to travel to system facilities with exposure to changing weather conditions
-
Job requires occasional use of office equipment and ability to correctly lift up to twenty (20) pounds on an infrequent basis.

Job requires occasional and limited bending, twisting and reaching.

REQUIRED QUALIFICATIONS/EDUCATION/EXPERIENCE:

BS Degree in Business, Human Resources and/or related field required.

Minimum three (3) years Human Resources experience with knowledge of employment law and procedures and recruiting.

Possession of a valid Driver License with good MVR.
PREFERRED QUALIFICATIONS/EDUCATION/EXPERIENCE:
-
Master's degree in Human Resources or related field preferred.

Five (5) plus years experience in Human Resources.
-
Three (3) plus years experience in mental health, substance use, or developmental disability field
