Deputy Director of Change Management (Director III)

WHAT YOU WILL DO:
The Deputy Director of Change Management performs highly advanced (senior-level) managerial work. Work involves leading large-scale transformation efforts by establishing priorities, developing policies and procedures, and creating performance measures to assess progress and outcomes. You will supervise the work of others and operate under minimal supervision with extensive latitude for the use of initiative and independent judgment.
YOU WILL BE TRUSTED TO:
- Develop and implement comprehensive change management strategies that align with organizational goals and improve service delivery outcomes.
- Lead implementation of agency and division-wide initiatives, ensuring alignment, consistency, and measurable adoption across the division.
- Establish project governance structures, timelines, and accountability measures to support successful execution of strategic initiatives.
- Direct and evaluate program activities and business functions related to change management and transformation efforts.
- Develop and maintain feedback mechanisms (e.g., communities of practice, listening sessions, stakeholder engagement processes) to inform continuous improvement and strengthen the connection between state and field operations.
- Partner with leadership to translate strategy into operational practice and sustain long-term change.
- Lead the development and use of data systems, performance metrics, and key indicators to monitor implementation, measure adoption, and drive continuous improvement.
- Identify and mitigate risks and resistance to change through proactive communication, coaching, and stakeholder engagement.
- Develop policies, procedures, and standardized practices to support consistency and efficiency across the division.
- Oversee and/or prepare budgets related to change initiatives, ensuring appropriate use of resources and compliance with funding requirements.
- Represent the agency at business meetings, legislative sessions, conferences, and stakeholder engagements to communicate and advance strategic initiatives.
- Supervise staff, including assigning work, evaluating performance, and supporting professional development.
- Perform related work as assigned.
YOU QUALIFY WITH:
- Six years of full-time experience in program oversight, strategic planning, organizational change, or policy development and implementation. Three years of this experience must have been in an administrative management or supervisory capacity.
- Graduation from an accredited four-year college or university.
- Relevant education or advanced degrees may be substituted for experience as appropriate.
YOU ARE A GREAT FIT WITH:
- Demonstrated experience leading large-scale organizational change initiatives across multiple regions or programs.
- Experience implementing management frameworks (e.g., Prosci ADKAR®, Kotter’s 8-Step Process, Lean, or similar methodologies).
- Strong project management experience, including oversight of multiple concurrent initiatives with defined timelines, deliverables, and outcomes.
- Experience developing feedback loops and engagement strategies to incorporate field or stakeholder input into program design and implementation.
- Certification in change management or project management (e.g., CCMP, PMP, Lean) preferred.
- Knowledge of principles and practices of public administration, change management methodologies, and federal and state laws applicable to state VR programs.
- Ability to engage, influence, and communicate effectively with stakeholders at all levels, and translate strategic priorities into operational implementation.
