JOB TITLE: Chief Financial Officer

POSITION SUMMARY:
Responsible for managing the Tribal Government’s financial strategy, operations, and risk while partnering with leadership and tribal entities to drive growth and sustainability. Must monitor the financial status of all Tribal entities, enterprises and funds to ensure that the goals of the Senate are being met and the Tribe's resources are being maximized. Provide policy level direction and recommendation to the Senate on all financial matters. Supervision of SITC Government Accounting Staff, Information Technology, Grants, Procurement, Communications and the Tribal Tax Department.
Job Duties:
- Responsible for financial planning, forecasting, budgeting, and analysis for the Tribal Government. Develop and present monthly, quarterly and annual financial reports to the Swinomish Senate. Advise the Senate of recommended actions, policy changes and strategies to maximize the Tribe's financial position resulting from such analysis.
- Monitor cash flows, manage Tribal Government assets, and ensure liquidity to meet Tribal operational needs.
- Identify financial risks, implement control systems, and ensure the protection of Tribal assets.
- Prepare and review the Tribe’s income statements, balance sheets, cash flow statements, and other financial reports, and ensure accuracy and compliance with regulatory standards.
- Prepare monthly Senate reporting package, including accurate financial statements of revenue, expenses, and cash flows. Proactively identify operational concerns with financial impacts, and make recommendations on how to address those concerns.
- Ensure the Senate’s financial goals, objectives, policies and procedures are successfully implemented for all activities of the Tribe.
- Work in collaboration with the financial officer for each Tribal entity to ensure that each component follows sound financial policies, procedures and internal controls resulting in timely, accurate reporting and analysis of financial results.
- Responsible for financial matters overlapping the Tribe's components, including all financing, leases, risk management, employees' benefits and investment functions, to ensure maximization of the Tribe’s entity wide resources.
- Ensure that the Tribe's policies and procedures meet the requirements of the relevant funding sources and meet the Senate's overall objectives.
- Assist the Senate, the Swinomish Development Authority and others in implementing the Senate's economic development goals through preparation and/or evaluation of financial projections and other financial and strategic analysis necessary to maximize Tribal resources.
- Carry out responsibilities of Accounting Manager during periods of absence including vacation.
- Prepare the annual Tribal Budget including a capital budget for review and approval of the Budget Committee and Tribal Senate. Manage the overall budgeting cycle and process, including setting deadlines, providing guidance to directors, working with the General Manager and Tribal departments to assist and guide their budget preparation and ensuring timelines are met.
- Prepare & facilitate the Government ‘s annual third party audits.
- Prepare the annual indirect cost report and negotiate the rate with Department of the Interior.
- Provide financial data for the annual report and make an annual presentation to the Tribe's General Council.
- Supervise the Accounting Department, Grants and Compliance, Swinomish Tax Department, Procurements, and the IT Director.
- Provide leadership in the organization and work in partnership with the Tribe’s General Manager and General Counsels to ensure effective operations, protect the Tribe’s resources and assets
MINIMUM QUALIFICATIONS
- Preferred: MBA, Master’s Degree in Finance (or related field). Bachelor’s Degree in Accounting, Finance or similar field.
- 10 years' experience managing accounting / finance departments
- 5 years’ experience managing 10 or more staff
- 5 years' experience working for Native American Tribes
- Certified Public Accountant
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
- Proficient in Microsoft Office Programs, especially Excel.
- Must be able to obtain a Washington State gaming license
- Expert level skills with Microsoft Excel, VBA preferred
- Demonstrated track record of achievement and innovation
- Ability to develop sound policy through consensus building with elected officials, program directors and outside entities.
