Workforce Development Council of Seattle-King County is searching for a Contracts & Compliance Manager to contribute to the mission.
SUMMARY
The Contracts and Compliance Manager supports WDC’s mission of transforming the regional workforce development system and advancing equitable workforce outcomes by ensuring strong contract administration, compliance and monitoring oversight, risk management, and accountability across WDC-funded programs and partnerships.
BACKGROUND
The Workforce Development Council of Seattle-King County (WDC) is a nonprofit, grant-making organization serving as the Local Workforce Development Board (LWDB) designated by the City of Seattle Mayor and King County Executive to administer federal workforce development funds under the Workforce Innovation and Opportunity Act (WIOA).
WDC works collaboratively with industry, education, community organizations, workforce partners, and government agencies to create equitable pathways to employment and economic opportunity throughout the Seattle-King County region.

DUTIES AND RESPONSIBILITIESContract Administration
- Manage the full contract lifecycle for WDC-funded agreements — development, review, execution, monitoring, amendment, and closeout — for federal, state, local, and private funding agreements.
- Prepare, route, and track contracts, modifications, and documentation to ensure they meet all regulatory and organizational requirements.
- Draft and finalize updates to boilerplate contract language in alignment with applicable funder requirements (e.g., DOL, King County) and compliance provisions.
- Support the development and continuous improvement of contract templates, tools, processes, technology, and tracking systems to increase efficiency, transparency, and compliance.
- Collaborate with program and fiscal teams to address complex contract and procurement issues and ensure alignment between policy, contracts, and program implementation.
- Maintain organized contract records and documentation systems, including updated contract logs and centralized contract files, to ensure timely renewals, amendments, deliverables, and reporting.
- Ensure proper archiving of contract files, monitoring records, and compliance documentation in accordance with retention policies.
- Compile complete contract packages — including scope of work, budget, risk assessment, and required attachments — and manage the internal review and approval workflow through execution.
Policy and Process Improvement
- Maintain current knowledge of regulatory changes and emerging compliance issues, and establish processes to proactively track changes and ensure timely updates to policies, contracts, and operational practices.
- Advise leadership regarding regulatory changes and compliance risks.
- Develop standardized compliance tools and monitoring procedures.
- Identify opportunities to streamline compliance processes and workflow improvement initiatives.
- Partner with program, finance, and impact teams to develop policies that are implementable, aligned with system goals, and supportive of high-quality service delivery.
- Design and deliver policy training and technical assistance to ensure consistent understanding and application across the system, translating complex regulatory guidance into clear, actionable direction for providers and stakeholders.
Monitoring Coordination and Continuous Improvement
- Build positive working relationships with funding agencies, contractors, auditors, and community partners.
- Ensure organizational adherence to all applicable federal, state, and local regulations, including WIOA and related guidance, and maintain strong internal controls and compliance systems that minimize risk and ensure audit readiness.
- Coordinate and conduct comprehensive administrative and programmatic monitoring that shifts from compliance-only reviews to continuous quality improvement.
- Oversee the full monitoring lifecycle, including annual planning, debarment checks, scheduling, desk reviews, onsite monitoring, reporting, and follow-up for all funded partners.
- Conduct and document risk assessments of subrecipients — including organizational capacity, financial systems, and prior performance — and integrate mitigation strategies into contract terms, budget structure, and monitoring plans.
- Maintain monitoring calendars (e.g., monthly and quarterly check-ins, annual reviews) that are data-informed and responsive to provider performance, ensuring monitoring activities are consistent, transparent, and aligned with federal and state requirements.
- Develop and implement a 3-month follow-up monitoring plan for new subrecipient contracts to track early implementation, including enrollment data entry accuracy, required service documentation, and provider touchpoints, to support timely course correction.
- Serve as the primary liaison for federal and state monitoring reviews and audits, coordinating documentation, communication, and responses.
- Oversee the development, tracking, and resolution of corrective action plans, ensuring timely closure and sustained compliance.
- Integrate monitoring and performance data to identify trends, risks, and opportunities for system improvement; lead structured performance and compliance conversations with providers that connect monitoring findings to outcomes and job quality goals.
- Provide periodic reports to organizational leadership regarding the status of subrecipient compliance and compliance operations.
Technical Assistance and Relationship Management
- Provide guidance and assistance to contractors and internal staff, facilitating compliance discussions in a supportive, solution-oriented manner.
- Develop resources, tools, and guidance documents to support partners in understanding contractual obligations and compliance expectations.
- Collaborate with programs, finance, impact and data, and operations teams to resolve issues.
- Maintain a system for tracking technical assistance requests to ensure that subrecipient questions are answered in a timely manner.

JOB REQUIREMENTS
Required Qualifications:
- Bachelor’s degree or equivalent experience in public administration, nonprofit management, business administration, grants/contracts administration, compliance, or related field.
- 5–7 years of experience managing contracts, grants, compliance, or monitoring activities.
- Experience with federal, state, or government-funded programs.
- Experience interpreting regulations, policies, and contractual requirements.
- Experience conducting monitoring reviews or compliance assessments.
- Strong written and verbal communication skills.
- Experience developing policies, procedures, templates, and documentation.
- Strong organizational skills and ability to manage multiple priorities.
- Ability to build collaborative relationships with diverse stakeholders.
- Experience supervising, coordinating, or mentoring compliance, monitoring, or contracts staff.
Preferred Qualifications:
- Experience with WIOA workforce programs.
- Knowledge of Washington State Employment Security Department workforce policies.
- Experience with Uniform Guidance (2 CFR Part 200).
- Experience with nonprofit grant administration.
- Experience supporting federal monitoring reviews.
- Experience with contract management systems.
- Experience with case management or data systems such as ETO or WAWorks.
- Experience serving in, or supporting, an Equal Opportunity Officer or civil rights compliance function.
- Advanced computer skills, including proficiency in Word, Excel, Outlook, SharePoint, and other office and reporting tools.
WORKING CONDITIONS____________________________________________________________
This position is a mostly remote work arrangement, with occasional onsite work located in and around our Seattle office. Some travel is required to attend meetings/events/conferences locally, statewide, and nationally. Regular workday and work week are established with some planned early morning or evening hours, and overnight/out of area travel.
