Senior Compliance Manager – Multifamily Housing
We are seeking an experienced Senior Compliance Manager to oversee regulatory compliance across our multifamily apartment portfolio. The ideal candidate will have extensive knowledge of affordable housing programs, Fair Housing regulations, HUD requirements, LIHTC, and property management operations. This role partners closely with property managers, regional leadership, and ownership to ensure full compliance while supporting operational excellence.
Responsibilities
- Oversee compliance for a portfolio of multifamily apartment communities, ensuring adherence to federal, state, and local housing regulations.
- Administer compliance programs related to Low-Income Housing Tax Credit (LIHTC), HUD, Section 8, HOME, Rural Development (RD), and other affordable housing programs.
- Conduct compliance audits, file reviews, and property inspections to identify and correct deficiencies.
- Review and approve resident certifications, recertifications, income calculations, and eligibility determinations.
- Ensure compliance with Fair Housing laws, Violence Against Women Act (VAWA), ADA, and other applicable regulations.
- Develop and implement compliance policies, procedures, and internal controls.
- Monitor regulatory changes and communicate updates to property management teams.
- Provide training and guidance to regional managers, property managers, leasing teams, and compliance staff.
- Coordinate responses to agency audits, monitoring visits, and regulatory inspections.
- Prepare compliance reports, corrective action plans, and executive summaries for senior leadership.
- Maintain accurate records and documentation to support audits and regulatory reporting.
- Partner with operations, legal, asset management, and ownership teams to mitigate compliance risks and improve portfolio performance.
- Supervise and mentor compliance specialists and support staff.
Qualifications
- Bachelor's degree in Business Administration, Public Administration, Real Estate, Finance, or a related field preferred.
- 5+ years of affordable housing compliance experience, including supervisory or management responsibilities.
- Extensive knowledge of LIHTC, HUD, Section 8, HOME, Rural Development (RD), Fair Housing, and other affordable housing regulations.
- Experience conducting compliance audits and managing regulatory agency inspections.
- Strong analytical, organizational, and problem-solving skills.
- Excellent written and verbal communication skills.
- Ability to manage multiple priorities across a portfolio of properties.
- Proficiency with Microsoft Office and affordable housing/property management software such as Yardi, RightSource, RentCafe.
Preferred Qualifications
- Housing Credit Certified Professional (HCCP)
- Certified Occupancy Specialist (COS)
- Tax Credit Specialist (TCS)
- Certified Professional of Occupancy (CPO)
- Certified Apartment Manager (CAM) or Certified Property Manager (CPM)
- Experience managing multi-state compliance programs
Long term temp position covering for someone on medical leave.
Pay: $30.00 - $40.00 per hour
