Performs highly responsible administrative and supervisory work managing the Water Utilities Department’s Contract Management functions. Responsible for ensuring compliance with the Utility’s Uniform Policies and Procedures (UPAP) and timely processing of development and utility service requests. Reviews documents to ensure compliance with legal guidelines, contracting principles, and cost-effective constraints. Work involves extensive coordination of activities with other departments and government agencies to ensure the implementation of utility agreements, resolve complex customer and development issues, and support the Utility's infrastructure and capital improvement initiatives. Establishes comprehensive guidelines, policies, and procedures. Work is performed under the general supervision of an administrative superior and is reviewed through conferences, reports, and the successful achievement of departmental goals and objectives.
QUALIFICATIONS
This position requires qualified applicants to possess one of the following:
A Bachelor's Degree in Law, Finance, Business Administration/Management, Public Administration, or one of the Physical/Natural Sciences; minimum of three (3) years of experience in contract management and procurement,
OR
An unrelated Bachelor’s Degree; minimum of five (5) years of experience in contract management and procurement,
OR
An Associate’s Degree in Law, Finance, Business Administration/Management, Public Administration, or one of the Physical/Natural Sciences; minimum of five (5) years of experience in contract management and procurement,
OR
Graduation from high school or an equivalent recognized certification; minimum of seven (7) years of experience in contract management and procurement.
PREFERRED QUALIFICATIONS
Preferred qualifications include:
- Two (2) years of experience working on contracts/agreements in a governmental environment (must specify on application),
- Experience overseeing contract management within a utility organization (must specify on application),
- Two (2) years of experience supervising/directing the work of subordinate personnel, and
- Bi/trilingual (English/Spanish/Creole).
