DEFINITION Under administrative direction, plans, organizes, directs, and manages the administrative services department which includes the finance, human resources, and information technology functions. Major program responsibilities include but are not limited to investment management, cash management, citywide budget, and financial and accounting functions; labor relations, benefits, recruitment, selection, and training functions; information technology and telephony functions; serves as the Financial Officer of the Redevelopment Agency, and the City's Treasurer and Purchasing Agent; and performs other duties as assigned. DISTINGUISHING CHARACTERISTICS This is a department head classification reporting to the City Manager through the Assistant City Manager. Performs responsible and innovative administrative management in support of the City's goals and objectives, and is a participating member of the City's executive management team. Appointment to the Administrative Services Director is an "at-will" appointment. SUPERVISION RECEIVED Administrative direction is provided by the Assistant City Manager and City Manager. SUPERVISION EXERCISED Exercises direct and indirect supervision of supervisory/management, professional, technical, and support personnel of the Department. EXAMPLE OF DUTIES General Administrative FunctionsPlans, supervises, and directs the programs, projects, and operations for the finance, human resources, and information technology functions; establishes departmental goals, objectives, strategies, and priorities; develops and implements strategic visions that are in alignment with the City's vision, goals, and objectives; selects, manages, and evaluates department staff; provides organizational and departmental leadership; delegates decision making to the most effective staff level in the department; prepares, administers, and directs various ongoing, annual, and project oriented programs and fiscal budgets; coordinates activities of the department with those of other City departments; maintains direct communication with peers, staff, and the public; regards exceptional public service as a fundamental way of operating; creates effective and service oriented teams; looks for means and methods to innovate and improve programs and services and supports calculated risk taking, professional growth and re-engineering and continuous improvement processes; effectively resolves complaints or concerns which cannot be resolved by division managers or other staff members; and prepares and presents oral reports and presentations.
Financial Management FunctionsAdministers the City's and the Redevelopment Agency's financial reporting and accounting activities, the financial reporting of the Livermore Capital Projects Financing Authority, special assessment financing, debt service administration, and treasury functions; provides for issuance of suitable obligations for long term financing of capital projects, as well as short term interim financing of cash flow deficits; manages the City's investment program; reviews and analyzes departmental/city expenditures and revenues to evaluate impact upon City operations and programs; annually prepares investment policy updates for City Council approval; provides for timely collection, deposit and posting of revenues and taxes and control of disbursements; administers provision of general ledger services, including payroll, payables, receivables, and financial reporting; manages auditing of financial reports by independent auditors; provides purchasing and stores services to departments; implements federal, state, and local mandates; prepares the City's operating budget document and assists in the development of the capital improvement program budget; develops budget, financial, and accounting instructions; and prepares and presents financial reports and analyses. Human Resources FunctionsAdministers the City's recruitment and selection, employee relations, labor contract negotiation and administration, compensation and benefits, classification system, training, and human resource information systems functions; consults with and provides assistance to the Assistant City Manager, City Manager, and department heads in human resource policy issues and organizational matters; manages and participates in City labor contract negotiations and oversees contract administration; manages and participates in activities that impact labor relations; ensures that city programs and processes are carried out in conformance with federal, state, and municipal regulations, policies, and employer/employee bargaining group contracts; manages human resources information programs, including electronic and hard copy records; and manages the preparation and maintenance of a variety of technical and administrative reports, correspondence, and documents relating to human resource services. Information Technology FunctionsAdministers the City's comprehensive information technology program and strategy, including the management of city-wide computer operations, personal computers,software applications, phone systems, peripheral equipment, technical services agreements and maintenance contracts; develops and administers the information technology operating and capital improvement budgets in cooperation with departments; works with the City Manager and executive leadership team to review and develop short and long range information systems policy, plans, and operations; and manages negotiations of computer services contracts and equipment purchases.
