Overview
EnviroSafe Demil LLC (ESD) operates a demilitarization and disposal facility in Hooks, Texas, including a burn chamber used for the controlled destruction of energetic materials. ESD’s facility holds multiple permits, including a Resource Conservation and Recovery Act (RCRA) permit issued by the Texas Commission on Environmental Quality (TCEQ), authorizing thermal treatment operations under strict regulatory oversight. We are seeking an experienced Compliance Specialist to manage and maintain full compliance with our facility's RCRA permit and facility safety regulations. This role is also responsible for ensuring all hazardous waste management, treatment, and recordkeeping activities associated with our burn chamber operations meet federal (EPA) and state (TCEQ) regulatory requirements. The ideal candidate has hands-on experience with safety management activities associated with hazardous waste treatment facility operations and regulatory reporting, ideally within a defense, energetics, or industrial manufacturing environment. This position is based at our Hooks, Texas facility. Occasional travel may be required. Relocation assistance may be available for qualified out-of-area candidates.
Responsibilities
- Serve as the facility's primary point of contact for all environmental and RCRA permit compliance matters, including coordination with TCEQ and EPA
- Assist management staff with ensuring facility safety compliance, including coordination with OSHA, State of Texas, and US Government
- Maintain and update the facility's Permit Operating Record, waste analysis plans, contingency plan, and training documentation
- Monitor and ensure compliance with permit conditions specific to thermal treatment operations, including operating parameters, emissions monitoring, and performance testing requirements
- Manage hazardous waste characterization, manifesting, labeling, storage time limits, and recordkeeping in accordance with 40 CFR Parts 260–270, 30 TAC Chapter 335, and other relevant regulations
- Conduct internal compliance audits and self-inspections
- Prepare and submit required regulatory reports (e.g., Biennial Report, exception reports, permit deviation notifications)
- Coordinate and support regulatory inspections, including preparing documentation and facility personnel
- Develop, deliver, and track RCRA, environmental, and safety required personnel training (initial and annual refresher)
- Track permit renewal timelines, modification requirements, and public notice obligations
- Work closely with operations, safety, and engineering teams to ensure operations align with permit conditions and waste analysis plan parameters
- Maintain awareness of changes to regulations and rules that may affect compliance obligations
- Support emergency preparedness planning and contingency plan implementation related to hazardous waste and energetic materials handling
Qualifications
- Bachelor's degree in Environmental Science, Environmental Engineering, Chemistry, or related field (or equivalent experience)
- 3–5 years of experience in RCRA hazardous waste compliance, ideally at a permitted treatment, storage, or disposal facility
- Experience developing and overseeing facility Environmental, Health, and Safety protocols and working with OSHA requirements
- Working knowledge of 40 CFR Parts 260–270 and Texas hazardous waste regulations (30 TAC Chapter 335)
- RCRA/DOT hazardous materials certification or training credentials
- Experience with air permitting or emissions compliance related to thermal treatment units
- Experience preparing and managing regulatory submissions, permit applications, or permit modifications
- Strong written and verbal communication skills for interfacing with regulators and internal stakeholders
- Ability to obtain and maintain any required facility security clearances or background checks
- Detail-oriented with strong recordkeeping and document control skills
- Experience with thermal treatment units or energetics demilitarization preferred
- Familiarity with DDESB (Department of Defense Explosives Safety Board) requirements preferred
- Experience working with, or for, defense contractors or government hazardous material (HazMat) disposal programs preferred
Pay: $75,000.00 - $95,000.00 per year
