The Missouri Department of Mental Health (DMH), Division of Behavioral Health (DBH) seeks to hire a Deputy Division Director. This is a Central Office position, and the applicant will be expected to travel statewide on an as-needed basis. The position domicile and assigned work location will be in Jefferson City.
This is a high-level administrative position which reports directly to the DBH Division Director. The position will act as the Division’s appointing authority, serve on the governing bodies for six state operated psychiatric facilities, oversee the outpatient Forensic Services programs, assist with DMH or DBH legislative proposals, and assist with systemwide policy and program implementation for community-based and facility-based programs as needed by the DMH or the DBH.
The base salary offered for this position is up to $123,550.80 annually, commensurate with education and experience. If the selected candidate is eligible for a pay differential, such as retention pay, the total salary may exceed what is listed in this posting.
Responsibilities - What you’ll do
The position is responsible for:
- Supervising the Sex Offender Rehabilitation Treatment Services Director, the Director of Forensic Services, and the Director of Competency Restoration. In addition, the position will supervise other staff on an as-needed basis at the discretion of the Division Director.
- Acting as the Appointing Authority for the DBH to include handling employee grievances, hiring practices, salary adjustments and promotions, and employee disciplinary actions.
- Serving as a voting member on the Governing Bodies of the six State-Operated psychiatric facilities.
- Serving as the Reviewer for abuse, neglect or misuse of funds investigations for the DBH.
- Acting to assess the consequences of significant issues as they arise, including operations or personnel matters, and identify proposed solutions to the DBH Division Director.
- Assisting with legislative and budgetary processes impacting the DBH.
- Working cooperatively with contracted community treatment providers and the Division of Developmental Disabilities.
- Maintaining an effective working relationship with legislators, community leaders, and other state agencies.
- Fulfilling the duties of the Division Director during periods of specified unavailability or incapacitation.
- Other duties as assigned by the DBH Division Director.

Skills:
The position requires excellent verbal and written communication skills; the ability to manage, organize and collaborate across multiple projects and locations; ability to work closely with peers, providers, and other stakeholders; and well-developed analytical and observation skills. This position requires skills to work independently. Travel required to various areas of the state.
Knowledge required:
This position requires knowledge of behavioral health treatment programs; knowledge of applicable Federal funding mechanisms, as well as State and DMH regulations; knowledge of sound fiscal management and fiscal monitoring systems; knowledge of organizational and programmatic management, including development and oversight of policies and procedures.
Qualifications:
BA degree in Public Health, Health Care Administration, Psychology, Sociology, Social Work, Counseling, Business Administration, or closely related field. Five (5) or more years of experience working in management of behavioral health services. Experience and knowledge of inpatient treatment settings, outpatient treatment settings, and knowledge of Federal and State funding mechanisms are preferred.
