POSITION SUMMARY:
The County Manager serves at the pleasure of the Board of County Commissioners and is the County’s chief administrative officer. The County Manager is responsible for administering all County services and operations, implementing Board-adopted policies, and providing strategic leadership to advance the Boards’ vision and priorities in service to the community. The County Manager acts as the primary liaison between the Board of County Commissioners, department directors, and other elected officials.
Supervision Exercised: Final authority for all positions under the Board of County Commissioner control (not the employees of elected officials).
MINIMUM QUALIFICATIONS REQUIRED:
Education and Experience:
Bachelor's degree from an accredited four-year college or university in public administration, business administration, or experience in related field required.
Five to seven years of progressively responsible experience in local government management, or related field.
Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
Licenses and Certifications: Must possess and maintain Colorado’s Driver’s License and satisfactory driving record.
Special Requirements: Must reside in Moffat County and be able to respond to emergency situations 24 hours, or upon request of the Board of County Commissioners. Employment is contingent upon successfully passing a pre-employment background check and drug screening
Work Environment & Physical Demands: Work is performed in a standard office environment with occasional travel throughout the County. The position requires prolonged sitting, standing, walking and use of standard office equipment. Must be able to communicate effectively, occasionally bend, reach, and lift and/or carry up to 25 pounds. Evening, weekend, and off-site meetings may be required upon request of the Board of County Commissioners.
Work Authorization: Candidates must be legally authorized to work in the United States at the time of application and throughout employment.
ESSENTIAL JOB FUNCTIONS: Any one position may not include all of the duties listed nor do the listed examples include all duties which may be found in positions of this class.
Demonstrates a thorough understanding of the county’s history, culture, values, strategic priorities, and community needs, while promoting and modeling the county’s mission, vision, and core values in all decisions, leadership action and interactions.
Implements policies established by the Board of County Commissioners and provides guidance of the day-to-day operations of County government. Monitors and evaluates department head progress on board-approved projects, programs, and contracts; keeps the board apprised of progress on a continual basis.
Represent the County in interactions with elected officials, community partners, regional agencies, state and federal entities, and the public.
Lead, support, counsel and evaluate department heads; foster a high-performing, accountable leadership team.
Develop and administer the County’s annual operating and capital budgets. Manages contracts, including: providing accounting of expenditures; preparing and submitting requests/purchase orders for operating, personnel and capital budget; providing and presenting financial information, data, and history to justify requests and to aid in discussions with officials; ensure responsible fiscal sustainability.
Advises BOCC of the financial condition and future financial needs of the county, including fiscal responsibility in adhering to the county’s approved budget. Oversees and provides input to Finance Staff for preparation and presentation of the annual budget.
Exercises signature authority for personnel, financial and management actions where authorized or where the direct involvement of the board is not required.
Support transparent communication and public engagement, ensuring community input and values are reflected in County decision-making.
Ensures compliance with organizational policies and relevant Federal, state, and local laws, rules, regulations, codes, and/or statutes.
Attends and participates in Board of County Commissioner meetings; directs preparation of the weekly session agendas; provides staff support and research to the board such as researching subjects or specific areas of concern; presents policy and procedure recommendations for the board’s consideration. Informs the board of pertinent items on the agenda that require their particular attention and concern; provides background data on important matters coming before the BOCC.
Upon the request of the Board of County Commissioners, represents the board at policy meetings with federal, state and local officials; acts as county spokesperson in the absence of the board or as directed by the board.
Builds effective relationships with citizens, partner agencies, municipalities and organizations including involvement with professional, community, and policy-making bodies. Responds to and investigates complaints and inquires by citizens and outside agencies, including media requests.
Manages joint projects between local municipalities and state agencies within Moffat County.
Conducts regular staff meetings to review progress, accomplishments, budgets, strategies, and implementation of plans for the county.
Under the direction of the Board of County Commissioners, plans and implements short‑term, long-term, or annual goals, objectives, organizational structure, and strategies for all county departments, projects or programs to ensure efficient organization and completion of work.
Provide effective performance feedback through employee recognition, rewards and disciplinary action with the assistance of the Director of Human Resources.
Demonstrates and maintains knowledge of ADA, FMLA, EEO, and applicable employment laws to ensure compliance with personnel and legal requirements.
Experience in energy management, sustainability, environmental programs, or related fields, including the ability to develop and apply knowledge of energy efficiency principals and best practices. (Preferred)
IMPORTANT JOB FUNCTIONS:
Provides strategic leadership and oversight for all county operations, ensuring efficient, effective, and legally compliant delivery of public services.
Serves as the county’s primary administrative representative in negotiations, public meetings, emergency response coordination, and intergovernmental partnerships.
Develops and implements policies, procedures, and operational improvements to increase efficiency and enhance public service.
Oversees personnel administration, including workforce planning, performance management, organizational development, and succession planning. Directs and evaluates department heads, fostering accountability, collaboration, and high organizational performance.
Leads organizational planning, economic development initiatives, and infrastructure projects that support the county’s strategic goals and budget.
Maintains and upgrades professional knowledge, skills, and development by attending seminars and training programs and reading trade and professional journals and publications.
Prepares complex, routine and non‑routine reports using a variety of software; receives, sorts, and summarizes material for the preparation of reports; prepares work reports; and relays and interprets administrative decisions, policies and instructions.
Communicates effectively through presentations, reports, and public engagement while promoting transparency and public trust.
Serves as a member of various committees/teams or liaison between parties; collaborates, persuades, and negotiates with others outside own work area to coordinate efforts and maintain cooperative and efficient relations.
Interacts with a variety of high-level individuals, both internally and within the community to provide information; disseminates departmental information and assists in resolving administrative issues.
Follows up on inquiries, disseminates a variety of information to various agencies, groups, media, etc., regarding department programs and services.
Performs other duties as assigned by the Board of County Commissioners. May serve as backup for other positions within the department.
