We're seeking a highly experienced and knowledgeable Jr. Training Specialist to provide support to the U.S. Navy and Department of War (DoW). The ideal candidate has some expertise in Navy manpower, training, and personnel development (MPT&E) programs, policies, and processes. This role requires support as an analyst for all manpower and training requirements throughout a system's lifecycle, from initial development to sustainment. You will help develop data-driven strategies, analyze program effectiveness, and provide recommendations to enhance fleet readiness and human performance.
Responsibilities
- Program and Requirements Validation: Validate and coordinate a broad range of manpower and training deliverables, including Training System Requirements Analysis (TSRA), Navy Training System Plans (NTSP), and various Manpower Estimates Reports (MERs). Ensure that all requirements are accurately identified and align with DoD and Navy policies throughout the Planning, Programming, Budgeting, and Execution System (PPBES).
- Curriculum and Data Management: Provide expertise in the analysis and development of technical curriculum, ensuring it complies with industry data standards and reflects product support and readiness principles. Develop and validate authoritative data for the Rating Career Domain Continuum (RCDC) and all Career Long Learning Continuums (CLLCs).
- Process Improvement and Analysis: Apply advanced qualitative and quantitative methodologies, such as Lean Six Sigma, Root Cause Analysis, and Instructional Systems Design (ISD), to assess and improve complex management processes and systems. Identify and recommend innovative solutions to reduce manpower, enhance human performance, and improve overall warfighting capabilities.
- Senior-Level Coordination and Reporting: Serve as a key liaison and provide direct support to senior leadership. You'll prepare and deliver comprehensive reports, briefs, and recommendations for Flag-level approval. Create resourcing tables, risk analyses, and quad charts to effectively communicate the Navy's position during key reviews like Resource Requirements Review Boards (R3Bs) and Naval Capability Boards.
- Interagency Collaboration: Coordinate and collaborate with a wide range of Navy and DoD organizations, including OPNAV N1, USFFC, NAVSEA, NAVAIR, NIWC, NAVMAC, and NETC, to ensure seamless execution of manpower and training initiatives.
- Complete other duties as assigned.
Requirements:
Experience: Experience with Navy manpower, training, and acquisition processes or Navy training programs.
- Understanding of the DoD capabilities process, the Defense Acquisition, Technology, and Logistics Life Cycle Management Framework, and the PPBES. Expert knowledge of administrative laws, policies, and regulations that govern Navy MPT&E.
- Technical Skills: Proficient in using Navy databases like Total Force Manpower Management System (TFFMS) and Corporate Enterprise Training Activity Resource System (CeTARS) for analysis and reporting. Skilled in Instructional Systems Design (ISD), Training Effectiveness Evaluation, and Needs Assessment.
- Core Competencies: Exceptional analytical, organizational, and communication skills.
- Secret level security clearance is required.
